Who the importer is in law, and whether you can ship before testing

Two answers up front. The importer must be a Philippine-registered entity holding importer accreditation — a Chinese factory cannot file as importer. The nameplate. Permanently fixed in a visible position, stating manufacturer name and address, model, serial number, year of manufacture, rated power, machine mass and principal technical parameters.
