CSCSE Verification of a Philippine Degree Refused or Queried: Read the Outcome Type First, Then Supplement, Seek Review or Replan

Updated 2026-10-14·9 min read·Education

Do one thing first: log in to the verification system and save the full outcome page and reasons, then identify whether you received a request for supplementary documents, a pending result, or a clear refusal. The three are handled in different ways. Philippine degrees most often stall on time spent abroad, mode of study, and whether the school can confirm your records. Many cases are solved with evidence, but some cannot be verified at all, and seeing that early saves time.

Three things to do when the result arrives

Short answer: fix the wording of the outcome, match the reasons to documents, and only then decide. Do not simply re-apply the moment you see that it did not pass.

First, save the outcome. Take screenshots and export the status, the stated reasons, the list of documents requested and the submission deadline. You will quote this text whether you supplement or ask for review. Second, identify the type. A request for documents means the assessment is still open. A pending result usually means further confirmation is being sought from the school or another body. A refusal is the only one that is a negative conclusion already made. Third, lay out your own material: every page of your passport with entry and exit stamps, visa pages, enrolment and graduation documents, transcripts, thesis, tuition receipts, and proof of where you lived while in the Philippines.

The aim is to learn whether the problem is that you have not proven something, or that it cannot be proven. The first calls for evidence. The second calls for rethinking how this degree can be used in China.

Rules and required documents follow what the Chinese Service Center for Scholarly Exchange currently publishes. This article explains structure and approach and does not replace official guidance. The normal procedure is covered in how to verify a Philippine degree in China.

Keep every submission you made in one folder with dates. If you later need to show that a document was already provided, or that a reply was sent within the period, you will not be relying on memory.

Where Philippine degrees most often get stuck

Short answer: four areas. Time abroad that does not support the study period, a mode of study that does not qualify, a school or programme that cannot be confirmed, and problems with the documents themselves.

The first is time abroad. Verification looks for a genuine period of overseas study. If passport records show far less time in the Philippines than the programme length, you will be asked to explain. Online classes during the pandemic, returning home to write a thesis, and records scattered across renewed passports are the three most common situations. The second is mode of study. Programmes delivered mainly by distance, correspondence or weekend blocks, and arrangements where classes are held in China with only graduation in the Philippines, are high risk.

The third is the school and programme. A recognised school does not mean every programme, campus or partnership format is recognised. Some institutions are subject to enhanced review, which takes longer; see how to check which Philippine universities are recognised in China. The fourth is documents: a transcript that does not match the diploma, a name spelled differently across papers, or documents not confirmed through the school's verification channel.

Compare your stated reasons with these categories. Be prepared for the fact that in part of the second and third categories, no amount of additional paper changes the outcome.

It is worth writing a short timeline of your own programme at this point, term by term, with where you were physically located. Gaps and overlaps become obvious on paper, and you will know exactly which periods need supporting evidence.

Asked for more documents: what actually helps

Short answer: answer the specific doubt raised, using dated documents issued by third parties, rather than a long personal statement.

For time abroad, provide the entry and exit pages of every passport, including cancelled ones. Where stamps are unclear or missing, you can request a travel record certification from the Bureau of Immigration; see how to get a Philippine travel record certificate. You can also request your own exit and entry record from the Chinese immigration authority. Two records that confirm each other are the most persuasive.

For proof of study, ask the registrar for certificates of enrolment, term-by-term registration records and a statement of the mode of instruction. Gather tuition receipts, student visa or study permit approvals, lease contracts and thesis supervision emails. If you attended online classes arranged by the school during the pandemic, you need the school's formal statement to that effect.

For document confirmation, make sure someone in the registrar's office is answering verification requests. Many delays are simply the school not replying. You may politely ask the registrar to watch for the email, but do not reply on the school's behalf or hand over a confirmation letter yourself.

Where a document is not in Chinese or English, or where a name appears in different forms, add a short covering note that explains the link between the documents, so the assessor does not have to guess. Keep the note factual and under one page.

Submit item by item against the list in the system, name files clearly, and send everything within the deadline. If a Philippine document must be authenticated before use, see apostille in the Philippines.

Refused: is a review worth requesting?

Short answer: you can use the review or objection channel the verification body publishes, but it only helps if you can offer new facts or show that a finding was mistaken.

Review is worth requesting where the travel record relied on was incomplete and you can now supply the full record, where the school failed to reply at the time and has since confirmed, or where the nature of the programme was misjudged and you hold a formal school statement on how it was taught. These are cases where the facts were not fully established. It is not worth requesting where the programme itself is a type that does not qualify, or the school is outside the scope of verification. There the facts are clear and the conditions are not met, and applying again only adds another waiting period.

Prepare review material the same way as supplements: one page setting out the point in dispute, followed by evidence in date order. Deadlines, method and any charge follow the verification body's current rules.

While waiting, stay away from agents who claim inside contacts or a paid route to approval. Verification results can be checked in the official system, and a result obtained by forgery or improper means is revoked and recorded, which is far worse than having none. If an agent recruited you into the programme with a promise that verification was assured, that is a separate problem; see when a study agent promised admission and there is no enrolment.

If you do proceed, be consistent. A review request that contradicts what you wrote in the original application invites more questions than it answers.

If it truly cannot be verified: what the degree is still good for

Short answer: no verification does not make the degree void. It affects situations in China that expressly require the verification certificate, and other uses must be checked one by one.

The most directly affected uses are civil service and public institution recruitment, hiring at some state-owned enterprises and universities, household registration and talent schemes, further study in China, and professional title assessment. These normally require the certificate. Uses that may be unaffected include recruitment by private and foreign companies, many of which look at the diploma and ability, and employment or further study in the Philippines or a third country, which depend on local recognition of the school rather than Chinese verification.

So ask what you need the degree for. If the goal is a public sector post in China, consider seriously whether to obtain another degree that can be verified. If you are still studying and have only just found a problem with the programme, see discovering mid-way that your school or programme is not recognised.

Whether the school is recognised by the Philippine higher education regulator is a separate question; see how to check whether a Philippine university is recognised. Neither recognition substitutes for the other. When job hunting, state the verification status truthfully and do not use vague wording to get past a background check.

It also helps to keep the original diploma, transcript and any school certifications together and in good condition, since private employers and overseas institutions will usually ask to see the originals even when no Chinese certificate is required.

Employers react far better to a clear explanation given early than to a discrepancy found later, and a candid answer keeps the conversation on your skills rather than on your paperwork.

Still studying: what to keep now for verification later

Short answer: verification reconstructs your study abroad from evidence. Material kept as you go is ten times easier than material chased after graduation.

A practical list. Passport: check that every stamp is legible and keep old passports after renewal. Status: keep copies of each student visa or study permit approval. School documents: registration forms, payment receipts and grades for every term, and extra original transcripts and a certificate of graduation when you finish. Study process: syllabi, thesis drafts at each stage and emails with your adviser. Daily life: lease contracts, utility bills and bank statements that show you actually lived here.

Plan with verification in mind. Avoid long absences from the Philippines. If the school switches to online teaching, ask for a written statement. If you want to write your thesis back home, first understand how that may affect the assessment of your time abroad.

If you have not enrolled yet and are choosing a school, put verification requirements ahead of tuition and rankings. If your school holds back documents after graduation, see what to do when a university withholds your transcript or diploma.

Scan everything into a dated folder once a term. It takes ten minutes, and it is the single habit that most often separates a smooth verification from a difficult one.

Frequently Asked Questions

Can I re-apply after CSCSE refuses my degree?
You can use the published review or resubmission channel, but it only helps with new evidence or a clear error in the finding. If the programme itself does not qualify, re-applying will not change the outcome.
Does too little time in the Philippines affect verification?
Yes. Verification looks for genuine overseas study. Where travel records fall well short of the programme length, you must explain with school certificates and other proof, and acceptance is for the verification body to decide.
Can a degree with pandemic-era online classes be verified?
It depends on the body's policy for that period and your circumstances. You usually need the school's formal statement on online delivery plus your travel and study records, under current rules.
The school is on the list. Why was I still refused?
A recognised school does not mean every programme, campus or partnership qualifies. Distance, correspondence and in-China delivery are higher risk. Check the reasons stated in your outcome.
What if my entry and exit stamps are unclear?
Request a travel record certification from the Philippine Bureau of Immigration and your own exit and entry record from the Chinese immigration authority, and submit old passports as well.
Can an agent guarantee approval?
No. Results are checkable in the official system, and one obtained improperly will be revoked and recorded, which is worse than having none.
Is the degree worthless without verification?
No. It mainly affects uses in China that require the certificate, such as public sector recruitment, household registration and further study. Use in the Philippines, in third countries and with some employers may be unaffected.
