Step one: decide whether your model is inside the mandatory list
The sequence does not start with testing. It starts with a scope decision. Confirm whether your model falls inside the current mandatory certification list maintained by the Bureau of Philippine Standards, an agency under the Department of Trade and Industry. That answer determines whether the remaining steps apply at all, and which route you take. Get it wrong and everything downstream is wasted effort.
Three inputs decide it, in this order. First, the product definition: the list is written around product categories and intended use, not around HS codes. An HS code is customs language for duty classification; it does not map cleanly onto a conformity assessment scope entry, and treating the two as interchangeable is the single most common early error. Second, your actual construction and use case: the same enclosure can land in different entries depending on whether it is household or commercial, whether it contains a heating element, a motor, or an external power adapter, and which standard therefore applies. Third, whether parallel regulatory lines apply: a product with a radio transmitter normally also needs type approval from the telecommunications regulator, and an energy-consuming appliance may fall under the Department of Energy's labelling requirements. These lines run alongside product certification. None of them substitutes for another.
Three ways buyers misjudge scope. They ask a freight forwarder using only an HS code, and get an answer about duty rather than about conformity. They rely on "we shipped this before and nobody asked", which ignores that enforcement intensity varies and that retail channels and marketplaces are policed differently. Or they classify a multifunction product by its headline function and overlook the embedded wireless module or the bundled adapter.
If you cannot tell, do not guess. Put the specification sheet, rating plate values, construction drawing and intended use onto one page and obtain a written determination through the agency or its authorised channel, then keep it on file. Step two: choose the route — PS manufacturer licence or per-shipment ICC
Products inside the list have two compliance routes. Choose the route before you assemble documents. PS is a licence issued to a manufacturer, bound to a model and a factory. ICC is a per-shipment clearance obtained by the importing party, bound to one consignment. Neither is superior; they suit different situations.
Five inputs drive the choice. Who you are: an offshore manufacturer can be the applicant on the PS route, whereas a local importer usually runs ICC. Whether supply is ongoing: stable, repeat shipments of the same model amortise the PS investment well. How many models you carry: more models means more front-loaded PS work, while ICC costs scale linearly with the number of shipments. Whether the factory will open its floor: the PS route normally involves a factory assessment and subsequent surveillance, so a supplier unwilling to host assessors closes that path outright. And how much schedule flexibility you have: every ICC shipment repeats sampling and assessment, so that time has to sit inside your sailing plan rather than beside it.
A pragmatic hybrid. Run the first few shipments on ICC to test the market, then convert to PS once volume and the model line-up stabilise, turning a recurring per-shipment cost into a one-off investment. The right moment to convert depends on shipments per year, value per shipment, and how often you revise the model. Consumer electronics with frequent hardware revisions can find that PS slows them down, because each change has to be notified and may need reassessment.
Do not treat this as a formality. Once the route is fixed, the applicant entity, the document pack and the way samples are prepared all follow from it, and switching midway means starting over. Step three: get the applicant entity and import accreditation running in parallel
Entity readiness is the most underestimated and most schedule-damaging step. It has no dependency on testing, so start it the same day the scope decision lands.
Separate three roles. Who is the certificate holder, who is the importer of record on the customs declaration, and who is the responsible party in the market whose name appears on the label and who answers when something goes wrong. On the PS route the applicant is usually the manufacturer, yet the Philippine market still needs a local party who can be held accountable. On the ICC route the applicant is typically the importer itself. Where the three differ, a complete, written, verifiable authorisation chain has to connect them: authorisation letters, the distribution or agency agreement, and evidence that the signatories were empowered to sign. Wherever that chain breaks is where the filing gets returned.
Import accreditation is the other leg. To declare goods in your own name you need importer registration and a live profile on the customs side. That system is separate from product certification and neither substitutes for the other, but both must be in place before the vessel arrives. Where parallelism stops. Registration can run alongside sample testing, but issuance and release cannot proceed until the entity side is complete, so do not leave it to the end. Step four: testing and factory assessment — what comes first, what runs together
Samples usually go first and the factory assessment follows, but preparation for both starts at the same time. Testing produces the report; the assessment produces evidence of production consistency. On the PS route you cannot issue without both.
Four practical points about samples. They must be representative: production-state units, carrying the final rating plate, identical to the declared model. Wherever an engineering sample differs from the production unit is exactly where failures appear. Quantity must allow for destructive testing: electrical safety work damages units and they do not come back, so build that into your costing and stock. Supporting documents must travel with the sample: the model list, critical components list, circuit diagram and user manual. If one is missing the laboratory stops and asks, and each such question costs working days. And whether several models in a family can be tested together depends on whether the differences are confined to non-safety-relevant parts, which is a conversation to have before shipping samples, not after.
The factory assessment looks at three things: whether you can consistently produce what was tested, whether critical processes are controlled, and whether routine end-of-line inspection genuinely happens. It reads your system documents and walks your floor at the same time, so a polished manual that does not match the line is worse than a thin one that does.
The ICC route has a different clock. There is no factory assessment; instead each consignment is sampled and assessed, so the pressure concentrates around arrival. Official processing timeframes are whatever the agency currently publishes; this article gives no day counts, so plan to the most conservative assumption.
Step five: after issuance, marking and artwork have to move together
Marking is not an afterthought. It decides when artwork can be frozen and when printing can start. A common stall looks like this: the certificate is issued, the packaging is still the old version, and the stock sits in the warehouse unable to be marked.
Four things must agree. The model designation on the rating plate has to match the certificate character for character; an extra suffix or a missing hyphen can be read as an uncertified model. The mark's form, position, minimum size and carrier — product, packaging, or both — follow the agency's rules, and restyling, stretching or recolouring it counts as improper use. Where marking physically happens, at the offshore factory or after arrival under supervision, has to be settled early because it drives print timing and warehouse handling. And accompanying material — manual, warranty card, safety warnings — is frozen at the same time.
Build the local supply characteristics into the design, not into the fix list. Mains supply in the Philippines is 220V at 60Hz, while units built for the Chinese domestic market are commonly 220V at 50Hz, with different plug configurations. Frequency-sensitive products — motors, timing circuits, transformers — carried over unchanged tend to surface problems during testing and again in after-sales. One scheduling habit that saves a print run: keep the artwork's mark area as a separate layer with its own sign-off, so the rest of the packaging can be approved, quoted and slotted into the printer's queue while the certification decision is still outstanding. The final layer then drops in without reopening the whole file.
Step six: mesh with customs and back-plan the whole chain onto the sailing schedule
Plan backwards from the on-shelf date, not forwards from the purchase order. Forward planning makes every stage feel like there is still time; only backward planning exposes the real bottleneck.
Strictly sequential: scope determination, route selection, entity readiness, sample testing, assessment and issuance, marking, then declaration and release. Each stage's output is the next stage's input, and skipping one simply repays the delay later with interest.
Safely parallel: importer registration alongside sample testing; artwork and manual layout alongside laboratory work, leaving only the mark area open until final confirmation; channel and warehousing negotiations during the certification window rather than after it. Three interfaces with customs. Reconcile the certification documents against the declaration in advance so model, quantity and value line up. Confirm that the declared tariff classification and the conformity scope determination tell the same story, because a mismatch triggers questions from both the customs side and the product access side at once.
