Ranking the variables that actually decide a logistics site — rent comes sixth
The order is: geographic distribution of your orders, then real drive time to the port or airport, then the daily effective dispatch window, then whether a container truck can physically get in and out, then flood and outage exposure, then labour, and only then rent. Rent sits last not because it is unimportant but because failing any of the five above it cannot be bought back with a cheap lease.
Start with where your orders are, not with the map's centre. Plenty of operators drop a warehouse at the geometric middle of Metro Manila, but demand is rarely evenly spread. Plot six months of delivery addresses (or the pilot period's), weight them by volume, find the centre of gravity, then look for industrially zoned land near it that trucks can actually enter. With no order history, substitute the addresses of your target dealers, stores or B2B accounts. A rough map beats an instinct.
Second is real drive time to your gateway — the subject of the next section, where the operative word is real. Straight-line distance carries almost no information in this country.
Third is the effective dispatch window. Take twenty-four hours and subtract, in order: truck-ban hours, hours when congestion makes the route impassable, gate queueing at the port, and dock time. What remains is the only time that produces turns. Multiply it by fleet size and you have the site's ceiling. Compare candidates on that figure, not on rent.
Fourth is physical access — swing radius for a forty-foot trailer, gate width, yard depth for trucks to wait without blocking the road. None of this is visible on a floor plan.
Fifth is flooding and power. The right flood question is not whether water arrives but how many hours the access road is cut. Drive time to port and airport: measure it, because distance lies here
The only reliable way to know whether a site is near the port is to drive it yourself, in the vehicle class you will actually use, door to door, logging road time and gate-queue time separately. Straight-line distance misleads badly in the Philippines: rivers force bridge detours, container trucks are barred from certain arterials, some underpasses carry height and tonnage limits, and port surroundings are among the most congested areas of any city.
The test that is worth more than any dataset. For each shortlisted site, run the route three times — early-morning dispatch, mid-morning peak, and late-afternoon peak. Time four legs each run: yard to arterial, arterial to port perimeter, perimeter to gate entry, and gate to exit. Two things usually emerge. The same stretch can vary two- or threefold by hour. And on many sites the bottleneck is not the road at all but the gate queue — and queue time is identical no matter which warehouse you picked, which means the premium charged for being close to the port buys you nothing.
Air and sea anchor to different points. Cross-border parcels, fresh goods and high-value electronics anchor to the airport cargo terminal and courier sortation hubs. Bulk, appliances, construction materials and raw inputs anchor to the container terminal and the yard. If you do both, place the warehouse at the end where late delivery costs you more, and run a line-haul to the other.
Count the empty legs. Many companies budget only the loaded run from terminal to warehouse and forget that empty containers must be returned to a designated depot which may sit nowhere near the terminal. An extra thirty kilometres and an extra hour per box, multiplied by annual volume, is a real line item.

Inside an ecozone, inside a freeport, or outside: the logistics trade-off differs from manufacturing's
Manufacturers enter zones mainly for incentives and utilities. Logistics operators enter mainly for customs proximity and compliant cargo movement — and zone gate hours can amputate exactly the night window this industry depends on. Decide by the direction your cargo flows, not by copying a factory's answer.
What a zone or freeport gives you: customs presence on site, smooth bonded and transhipment handling, a mature ecosystem of brokers, depots, repair shops and labour suppliers, roads and power built to a higher standard, and stable perimeter security. For transhipment, regional distribution, or import-then-re-export flows, these are substantial.
What it costs you: first, admission — you need enterprise registration accepted by the zone authority, not merely a signed lease. Second, operating hours and gate control; some zones restrict night movement, and night is precisely when logistics wants to run. Third, continuing reporting and audit obligations that come with any incentive regime. Fourth, expensive exit and relocation. Outside the zone you buy freedom: your own operating hours, a location that hugs the true order centroid, direct negotiation with the landlord, and easy relocation. The cost is that every permit is yours to obtain — a local business permit from the city the address sits in, its own fire clearance, registration of the address with the tax authority as a branch or storage point, and zoning that actually permits warehousing and trucking. One more thing people discover late: zone admission is granted for a declared activity, so pure domestic distribution, e-commerce fulfilment and cold storage are not treated identically. Confirm with the zone authority in writing that the exact activity you intend to run is admissible at that specific property before you place a deposit, because a verbal indication from a leasing agent is not the same thing.
Hard infrastructure constraints: road rights, load limits, docks, flooding, power and connectivity
Everything in this section is a change-the-site issue, not a fix-it-later issue. Measure and verify yourself; treat the landlord's description as a claim to be tested.
Road rights and load limits. The last few hundred metres between the arterial and your gate is usually the weakest link in the chain: pavement not built for repeated heavy axles, bridges with posted tonnage, underpasses with height limits, barangay roads that bar trucks, and stretches where large vehicles are restricted during daylight. Walk the inbound heavy-vehicle route with the landlord, note every posted limit, and confirm with the city whether that road carries truck-specific rules.
The site itself. Clear gate width and swing radius (a forty-foot trailer needs far more than people assume), yard depth for several trucks to stage without blocking the public road, dock height matched to your vehicle mix, a canopy covering the loading face (no canopy in rainy season means stoppage), slab loading capacity, aisle width for forklifts, clear height, and sprinkler rules that cap stacking.
Flooding. Ask three questions: how deep historically, how long to recede, and whether the access road floods before the yard does. Read watermarks on neighbouring walls, ask the security guard next door (the most honest source available), find rainy-season photos, and compare the pad level to surrounding roads. Power and connectivity. An outage costs a dry warehouse its lighting, shutters and scanning; for cold chain it is spoilage, which makes backup power an absolute filter — see cold chain warehousing and backup power options. Connectivity is chronically underrated: modern warehouse work runs on handhelds and a live WMS, so a dropped line stops the floor. Finally, check security and the neighbours. A yard holding third-party inventory needs perimeter integrity, lighting, camera coverage and a guard arrangement that works overnight, and insurers will ask about all four. Adjacent uses matter too: a fuel depot, a scrapyard or a facility handling hazardous material next door can affect both your insurance terms and your own permit conditions, so walk the surrounding blocks rather than only the plot.
How much of the working day the truck ban removes, and where drivers come from
Truck bans in the Philippines are set by each city, so one delivery route crossing two cities obeys two different clocks. Stack those windows and many urban sites are left with half a usable day. This is the single most industry-specific and most commonly missed variable in logistics site selection.
How to compute the dispatch window. Break the route from each candidate site to your main delivery areas into segments. For each segment, check the local rules governing trucks by tonnage or axle class and mark the prohibited hours. Overlay the general congestion peaks driven by passenger-vehicle restrictions. Subtract dock and queue time from what remains, and you have the runs per day the site supports. Run the same arithmetic on two or three candidates; the gap usually dwarfs the rent gap. The counter-intuitive conclusion: a site further out, beyond the restricted network, often beats an urban one, because it buys a full day of dispatch. The urban warehouse is nearer but immobilised precisely when deliveries are wanted. Drivers are the scarcest input in this business. Licensed at the right class, experienced with heavy and container units, and able to pass a background check — that combination is hard to hire anywhere and turns over fast. Ask whether drivers live near the candidate area, how many competitors hire from the same pool, and whether fleet contractors exist for line-haul. Warehouse staff, pickers and loaders are bounded by their commute; whether public transport reaches your gate in reasonable time sets both your hiring radius and your attrition.

Six decisions that turn a warehouse into a liability
All six happen routinely and are painful to undo. The first four concern location, the last two concern contracts.
One: comparing candidates on rent per square metre. Rent is the easiest number to obtain, so everyone uses it, and it explains almost nothing about unit economics. Convert each candidate to cost per order delivered: rent, labour, vehicle operating cost, empty mileage, runs lost to bans, and estimated flood-shutdown days. The cheapest land is frequently the most expensive site.
Two: viewing only off-peak. Landlords schedule inspections at ten in the morning, the calmest two hours of the day. Visit at morning peak, at evening peak, and in the rain. Rain reveals what dry weather hides: ponding, a muddy approach, a leaking loading face.
Three: applying mainland thinking to an archipelago. Moving cargo from Luzon to the Visayas or Mindanao is not extra kilometres, it is sailing schedules, port waiting and typhoon suspensions. Five: signing the lease before checking permits. Zoning must permit warehousing and trucking at that address, and fire clearance must be obtainable. Write into the lease the exit and refund terms if a permit is refused, who owns dock and canopy improvements, and the scope of restoration on exit.
Six: treating a stopgap as a structure. Using a 3PL during the pilot and building your own later is a sound path; committing to a multi-year lease before demand is proven is not.
