What Is Mactan-Cebu International Airport? Name, Location, Code and Who Runs It

Mactan-Cebu International Airport (MCIA, airport code CEB) is the main international gateway for the Visayas in the central Philippines. Travellers also call it Cebu airport or Mactan airport, and Chinese speakers write the name in several ways, but they all mean the same airport.

The basics below come from the profile and data sheet published by the Mactan-Cebu International Airport Authority (MCIAA):

• Location: on Mactan Island, just off mainland Cebu. The data sheet describes the airport as about 2 km east of Lapu-Lapu City and about 15 km east of Cebu City. The profile says it is connected to Cebu City by the Mactan-Mandaue Bridge and the Marcelo Fernan Bridge.
• Operating hours: listed as 24 hours.
• Runways: the main runway measures 3,300 m by 45 m. On 18 July 2025, MCIAA announced the opening of a second parallel runway, 2,560 m long, which keeps the airport operating when the main runway is closed for emergencies, repairs or maintenance. The same announcement describes MCIA as the country's second busiest international gateway.
• History: the airport began operating in the mid-1960s as the replacement for Lahug Airport inside Cebu City, which had no room to expand. It lies about 600 km from NAIA in Manila and serves as the southern hub of the Philippine air transport system.
• Management: MCIAA was created by Republic Act 6958, approved on 31 July 1990, and began operating on 18 December 1990. It is a government-owned and controlled corporation attached to the national transport department, and it runs the terminals together with a private sector partner.

On service quality, an MCIAA announcement in February 2026 said MCIA had won the Airports Council International (ACI) Airport Service Quality award for best airport in Asia-Pacific in the 5–15 million passengers category for both 2024 and 2025.

Cebu Airport Terminal 1 and Terminal 2: Domestic and International Are Split, but Check Your Itinerary

MCIA has two passenger terminals, Terminal 1 and Terminal 2. MCIAA's own event reports show domestic routes boarding at Terminal 1 and international routes at Terminal 2, but for any specific flight, rely on what the airport and your airline currently publish.

The MCIAA data sheet divides the passenger terminal into domestic operations and international operations, at roughly 18,575 and 19,950 square metres respectively. Several MCIAA announcements line up with that split:

1. On 29 March 2026, the direct international route between Cebu and Quanzhou (Jinjiang) resumed with a ceremony at Gate 15, Terminal 2 (MCIAA announcement).
2. On 30 April 2024, a new domestic route from Cebu to Caticlan, the gateway to Boracay, marked its first flight at Boarding Gate 9, Terminal 1 (see the MCIAA news section).
3. On 15 January 2026, a homecoming welcome programme greeted more than 1,000 passengers from 5 international flights and 1 domestic flight across Terminals 1 and 2 (MCIAA announcement).

A practical way to decide where to go:

• check whether your itinerary names the terminal;
• if it does not, prepare on the basis of domestic at Terminal 1 and international at Terminal 2;
• 24 hours before departure, check again on your airline's app or website and watch for any temporary changes announced by the airport.

Domestic and international passengers are processed separately, so going to the wrong building costs you time finding your way and queuing again, which is exactly what you cannot afford on a tight schedule. One more building to be aware of: in April 2026 MCIAA reopened its renovated General Aviation Terminal (announcement), which handles private and charter aviation and was renovated ahead of a regional summit. Passengers on scheduled flights do not check in there, so do not confuse it with Terminals 1 and 2.

Arriving at Cebu Airport: eTravel, the Health QR Code, Immigration, Baggage and Customs

Arrival in Cebu follows the same order as in Manila: register on eTravel within 72 hours before arrival, show your QR code after landing, clear immigration, collect your bags, pass customs and exit to the arrivals hall.

The official eTravel FAQ contains 5 points that matter to arriving passengers:

1. Who must register: arriving Filipino and foreign passengers, arriving crew members and departing Filipino passengers must register or update their details, with exceptions for diplomats and a few other categories.
2. When: within 72 hours (3 days) before arrival or departure. Airlines ask for proof of registration before boarding.
3. One website, no charge: etravel.gov.ph is the only official site and registration is completely free. Any site asking for payment is fake.
4. Green and red codes: your data is reviewed by the Bureau of Quarantine (BOQ). A green QR code lets you go straight to immigration. A red code means further BOQ inspection first, typically because the information is incomplete or incorrect, or because you were sick or exposed to someone with a communicable disease in the past 30 days.
5. Keep the code: take a screenshot or download it before leaving the page, or print it. If you lose it, you can retrieve it on the website with your reference number and date of birth.

Getting from Cebu Airport to the City and the Ferry Port: You Must Cross a Bridge, So Plan Around Traffic

The airport is on Mactan Island, so reaching Cebu City or the ferry port means crossing the water. MCIAA's profile says the airport connects to Cebu City via the Mactan-Mandaue Bridge and the Marcelo Fernan Bridge, which is why journey time depends on bridge traffic far more than on the roughly 15 km distance.

There are broadly 4 ways to leave the airport. Which options are running and where the pick-up points are should be taken from the signs in the arrivals hall and the airport's current notices. This article names no transport companies and quotes no fares:

1. Airport taxis: follow the official signs to the taxi queue, and do not go with anyone touting for rides outside.

3. Pre-booked transfers or private cars: someone is waiting when you exit, which suits late-night arrivals, heavy luggage, older relatives, small children, or a same-day dash to the port.
4. Public transport: whether airport buses or other public routes are running, and where they stop, should be checked against current airport and local government information.

Connecting in Cebu and Onward to Bohol and Other Islands: The Airport's Transfer Programme and 3 Common Routes

If you connect from an international to a domestic flight in Cebu, you enter the Philippines at MCIA. In 2024 the airport launched the Cebu Connect transfer programme, and the Bureau of Immigration opened a fast-track area for transit passengers; check the airport's current information for how it operates today.

Two official sources set out the details:

• MCIAA's announcement of 20 June 2024 says Cebu Connect was introduced by the airport's private operator and includes swift, reliable transfers between Terminals 1 and 2, convenient pick-up and drop-off points for local and international travellers, and 24/7 customer support.
• The Bureau of Immigration's press release from the same day says the programme was unveiled on 19 June 2024, that the Bureau deployed extra personnel and equipment, and that a new section of the MCIA terminal was opened to provide expedited immigration services for transiting passengers.

Whether you need to enter works the same way as in Manila. How Early to Arrive at Cebu Airport for Departure: MCIAA Says at Least 3 Hours at Peak Times

On ordinary days, work backwards from your airline's check-in cut-off. During Holy Week, Christmas and other peak travel periods, MCIAA explicitly advises arriving at least 3 hours before departure.

MCIAA activates its Oplan Biyaheng Ayos peak-travel operations over long holidays, and its announcements over the past 2 years say:

• Holy Week 2025 (13 to 20 April) announcement: passengers should arrive at least 3 hours before their flight, stay updated on airline advisories and observe airport security protocols.
• Holy Week 2026 (28 March to 5 April) announcement: the same advice to arrive at least 3 hours before scheduled departure.
• Christmas 2025 (20 December 2025 to 4 January 2026) announcement: passengers were encouraged to plan ahead and arrive early, with help desks set up in the terminal.

Outside those periods, MCIAA does not publish a single standard figure, so plan like this: start from the check-in cut-off on your ticket, then add the drive across the bridge, terminal entry screening, check-in and bag drop, plus departure immigration for international flights. That extra step is why international departures need a wider margin than domestic ones.
