Siting an Events or Exhibition Venue in the Philippines: Clear Height, Slab Load and the Loading Dock Set Your Ceiling

A venue does not sell floor area. It sells how many people may lawfully be inside, how large an object can be brought in, and how much power can be drawn. All three are capped by the building and by fire certification, and neither rent nor address changes them. A hall with four metres of clear height, no truck access and switchboard capacity sized for lighting cannot host exhibitions, vehicle launches, large-scale productions or arena-style corporate events — the segments that pay best — and will spend its life competing for small meetings. So the order is: physical conditions, then certified occupancy, then zoning and landlord rules, then access and parking, then crew, then rent. This article is written for the operator siting a venue. Decision order: physics before location, certified occupancy before floor area

The order is: clear height and slab loading, then the load-in route, then available electrical capacity, then the certified evacuation capacity, then zoning and landlord rules, then traffic, parking and neighbours, then crew availability, and last rent. Failing any of the first four permanently excludes an entire customer segment.

Decide which tier of event you intend to serve, then work backwards. Demand falls into four tiers: meetings and training (lowest bar — acoustics and projection); banquets and corporate parties (back-of-house or pantry, stage and lighting load); productions and product launches (clear height, rigging points, heavy power); exhibitions and vehicle displays (slab loading, dock, truck circulation and much more power). Every step up raises every requirement, and the revenue per event rises with it. The costly error is screening sites against the lowest tier and assuming fit-out will bridge the gap later; height, structure and access are not fit-out items, and a venue that starts one tier too low tends to stay there for the life of the lease.

Certified capacity outranks floor area because the number you may sell is not area divided by a per-person figure — it is set by exit count, egress width and travel distance. Two identical footprints with different exits can differ substantially in lawful occupancy, and that number determines which events you can bid for and where your price ceiling sits. The first question at a viewing should be what occupancy the space is certified for and on what basis, not how many square metres it has.

Rent ranks last because it sets margin, while the items above set whether you are eligible for the segment at all. Property type and zoning: assembly use is its own approval

Turning a space into a venue open to the public is a change of use. Warehouses, factories and office podiums are not registered for assembly occupancy, so conversion means clearing zoning, building and fire approvals again — signing the lease does not open the doors.

Warehouse and industrial conversions most easily satisfy clear height and slab loading, which is why they dominate exhibition and production space. The costs are location — usually industrial or logistics districts with a poor arrival experience — plus fire and egress provisions redesigned for assembly use, and air conditioning that usually has to be added. Mall atriums and podiums come with footfall, parking and security, in exchange for the operator's rules: overnight-only build periods, nominated suppliers, noise and open-flame restrictions, and fixed electrical tie-in points. They suit recurring small formats and activations rather than exhibitions needing long builds.

Hotel ballrooms and convention podiums arrive fully serviced, but you are usually leasing or operating under a revenue share, negotiating exclusivity rather than freedom to modify.

Standalone builds or long-leased land give maximum freedom with the longest approval timeline, and you carry drainage, parking and neighbour relations yourself. On leased land, also confirm the tenure left on the lease against the payback period of the structure you intend to build, and who owns improvements at expiry.

Whichever type, get three things in writing before signing: the current registered use of the address, the landlord's consent to change it, and the list of approvals that change requires. If any is missing, write a no-penalty exit into the lease conditioned on assembly-use approval. The load-in route: most spaces simply cannot get the freight inside

This is the most overlooked and least fixable criterion. If material cannot get in, the venue cannot serve exhibitions, vehicle displays, large staging or anything with heavy equipment. Before signing, take the largest item you expect to receive and walk the entire route.

Verify the chain segment by segment: can a truck reach the street (height barriers, weight limits, one-way streets, truck-ban hours), can it berth and turn, does the dock height match the truck bed, what is the narrowest clear width and height of the door openings, are there steps, ramps or columns on the route, what are the goods-lift car dimensions and rated load, and what is the slab capacity at the final position. One deficient segment breaks the chain, and all of them are building attributes that fit-out cannot change.

Measure rather than read drawings. Tape-measure the actual narrowest point of each opening rather than the nominal dimension, photograph the lift's rating plate, push a loaded trolley along the full route to find where things must be lifted or dismantled, and ask the property for written slab design loads — noting that a concentrated exhibit load and a uniformly distributed load are different questions.

Time windows matter as much as the route. Many cities restrict truck movement by hour, and malls and office buildings permit build and strike only overnight, which means the same exhibition costs an extra day in your venue. Check three companions too: a separate goods entrance so freight does not cross the guest lobby, a staging area for rubbish and empty crates, and temporary storage during the build. Without them even a large hall descends into chaos at strike.

Temporary power, cooling, water and connectivity: size for peak, not for idle

Venue power is not sized for daily lighting; it is sized for the moment when stage lighting, sound, LED walls, kitchens and air conditioning run together. Insufficient capacity means turning work away or making clients hire generators, and both cost you business.

Ask for three numbers: the property's total allocated capacity, the headroom available to your area, and the location and form of the tie-in points — whether there is a distribution board organisers can connect to and what the connector standard is. Location matters: if the tie-in sits far from the stage or the exhibition floor, every client pays for long cable runs and accepts more trip hazards.

Verify backup power live. Ask for a transfer demonstration and observe which circuits the generator carries, how many seconds the changeover takes and whether it holds the air conditioning. Productions and launches fear mid-event outages most, and clients will ask this at inspection. Cooling is the hidden cost and the hidden failure mode in a tropical venue. Large volumes need lead time to pull down, and undersized plant leaves a full house uncomfortable within the hour, which destroys repeat bookings. Ask about plant capacity, zoning control and how out-of-hours cooling is charged.

Sanitary provision is routinely underestimated. Queues at a thousand-person event are the single most reliable source of bad reviews, and catered events need pantry drainage with grease interception or you are limited to cold service. Connectivity should be sized for upstream — streaming and registration systems. Confirm two or more carriers can serve the building, whether temporary bandwidth can be provisioned per event, and whether wireless survives a full house, per choosing a broadband provider.

Fire certification caps what you can sell; crew supply caps how much you can run

Certified occupancy — derived from exit count, egress width and travel distance — is the ceiling on your product. Overselling can be stopped on the day, and liability for an incident sits with the venue.

Inspect the egress items yourself: number and distribution of exits (they must not all sit on one side), the narrowest point of each escape route, the swing direction of exit doors and whether any are locked in practice, emergency lighting and signage, and the travel distance from the furthest corner to a safe exit. Publish those alongside the certified occupancy, because clients will interrogate each one. Seating format changes the usable number. Theatre, classroom, banquet rounds and standing reception consume very different space per person, and the certified ceiling does not rise because you changed the layout. Quote capacity by format rather than publishing a single headline figure.

Crewing in this business is peak-shaped. Permanent staff are an operations manager, electrical and HVAC duty technicians, security and cleaning; on event days you multiply through external build, AV, catering and security crews. So siting means asking whether such crews cluster nearby — contractors, lighting and sound rental houses, banqueting service, security firms. Without local supply you import crew for every event and absorb both the travel cost and the no-show risk, and you lose the ability to accept short-notice bookings, which is where much of the margin in this business sits.

You compete for people with hotel banqueting departments and exhibition contractors, and shortages peak in the year-end and exhibition seasons. A practical test during site selection is to call several build and AV firms, ask what they would charge to serve your address and whether they would work with you regularly. Nominated suppliers, surroundings and the traps that recur

The nominated-supplier regime is both your main ancillary margin and your clients' main objection. Decide before opening which functions are exclusive — usually power tie-in, rigging, fire watch and cleaning — which are open, usually build, AV and photography, and what bond and insurance certificates outside vendors must produce. Vague rules mean renegotiating every single event.

Regulatory attention on the premises concentrates in three areas: building and fire occupancy approvals, public-place health and safety inspection, and local noise and trading-hours rules. Permits for alcohol, pyrotechnics, foreign performers and temporarily imported materials belong to each event and its organiser, but clients will judge whether you know the terrain — see who approves what for corporate events.

Trap one: costing the interior only. Parking counts, drop-off points, coach turning and covered arrival in the rain decide the guest experience, and many venues lose bids here.

Trap two: ignoring the neighbours. A venue beside housing accumulates night-time noise complaints until curfews remove your evening slot.

Trap three: advertising a nominal capacity that fire certification contradicts. Publish the certified figure and per-format numbers only.

Physically it is the easiest way to satisfy height and loading; procedurally it means a change of use.
