Where to Apply for NBI Clearance in the Philippines: Choosing a Branch, Using the Office Locator, and What Happens On Site

Where to apply: choose the branch online first, then worry about the building

Do not go looking for an address first. Register, complete the form, choose a branch and pay on the official portal at clearance.nbi.gov.ph, get your Reference Number, and only then think about which building to visit. The NBI splits the application into two stages: stage 1 is entirely online, stage 2 is the in-person visit. The branch you picked in stage 1 is the branch you attend — you cannot pick a site off a map and walk in.

• One official application entry point: https://clearance.nbi.gov.ph, the NBI Clearance Application Portal. Registration, personal details, branch and slot selection and the payment reference all happen there.
• First-time jobseekers have a separate portal, named on the NBI's guidance page, for applicants filing under Republic Act No. 11261. Foreign nationals normally use the main portal.
• Three places on the NBI site list offices: Regional & District Offices, Clearance Centers, and the NBI Clearance Office Locator at https://nbi.gov.ph/clearance-office-locator/. A fourth section, Applying from Abroad, is for applicants outside the country.

Most people searching for where to apply want a street address, so one point needs stating: the office address the NBI has registered with the National Privacy Commission is Filinvest Cyberzone Bay, Diosdado Macapagal Boulevard, Pasay City, Metro Manila. That is the bureau's registered address, not the site where your fingerprints are taken. Capture sites are spread nationwide, many inside malls, and their addresses and hours change, which is why this article copies none of them. Checking addresses and opening hours: how to use the official Office Locator

Use the NBI Clearance Office Locator for addresses, and the portal for the dates and the morning or afternoon blocks a branch currently has open. Each source answers half the question.

1. Step 1: start from the official site. Type nbi.gov.ph yourself and open the Clearance Office Locator from the menu, rather than reaching an application page from an advertisement or a forwarded link.
2. Step 2: draw your radius around your actual routine. Look at everything within a 30 to 60 minute commute, not just the nearest site; you will need the alternatives when choosing a slot.
3. Step 3: confirm inside the portal. The Locator tells you which sites exist; the portal tells you which ones still have capacity.
4. Step 4: re-read the announcements on the day. Philippine holidays move at short notice and storms suspend government windows.

Five things trip people up:

• One timetable does not cover every site. Branches inside malls follow the mall's days and hours. Go by the portal, not by a third-party timetable.
• The portal gives a day plus a morning or afternoon block, not a to-the-minute appointment, so arriving 15 to 30 minutes early is far more comfortable than cutting it fine.
• The Office Locator page says it plainly: apply and pay online through the official portal before going to an NBI office.
• The Regional & District Offices directory is not a list of capture sites. Whether a field office processes clearances is a question for the Locator and the portal.
• Sites open and close, so an address from a guide or a map pin six months old may simply be wrong.

Split the question in two and it stops being difficult: addresses belong to the Locator, time slots belong to the portal.

The NBI clearance process: register, pay, appear, capture, release

The process splits into two stages: stage 1 entirely online, stage 2 the in-person biometrics visit. The sequence below follows the NBI's How to Apply for NBI Clearance page.

Stage 1, online, seven actions:

1. Register or log in. You need a mobile number that reliably receives text messages and a working email address, because the system sends a one-time password. If the OTP never arrives, nothing else proceeds.
2. Complete the Applicant Information Form. The spelling must match your ID exactly; one wrong letter is a mismatch.
3. Save and review surname, given name, middle name and date of birth against the document itself.
4. Click Apply for Clearance.
5. Choose, in the pop-up, the government-issued ID you intend to present on site. Bring exactly what you selected there.
6. Select a branch, then a bookable date and a morning or afternoon block.
7. Pay. The channels listed are GCash, Maya, 7-Eleven, Bayad Center and online banking. The system then generates your Reference Number.

Remember the 15-day grace period. Once the transaction is marked PAID, the NBI allows 15 days, so missing your original date still lets you attend the branch you selected within that window. It is slack for emergencies rather than an open invitation to reschedule; let it lapse and the previous seven steps go to waste.

Screenshot or print the Reference Number or QR code. It is both proof of payment and your way in.

Stage 2, on site, four actions: go only once the status shows PAID, present the reference number, have your digital photograph, fingerprints and electronic signature captured, then check every field on screen before release. That screen check is the last chance to catch a typo before it is printed on the certificate.

What to bring: two unexpired government-issued IDs, and a dress code

Three things: the Reference Number or QR code, printed or on screen; your proof of payment; and two original government-issued IDs that are still valid. The examples the NBI gives include a passport, driver's licence, national ID, UMID, postal ID and a PSA birth certificate.

• Both IDs must be originals and unexpired. Expired by a day is expired, and a photo in your phone gallery is not an original.
• Foreign nationals normally use a passport as the first ID. What counts as the second depends on the site's requirements that day, so carry your residence or visa documents as backup. One document too many costs nothing; one too few costs the trip.
• First-time jobseekers bring two extra items: the original barangay certificate stating that status, and a signed Oath of Undertaking. This applies only to applicants filing under Republic Act No. 11261.
• There is a dress code. The NBI advises that branches impose dress requirements for the photograph: no sleeveless tops, no shorts, no slippers. Being turned away at the door costs an entire booked block.

The real failure point is spelling, not a forgotten ID. Philippine names have three parts, given name, middle name and surname, while many romanised names have two, so part of a given name easily ends up entered as a middle name. If your passport carries no middle name, handle it the way the system provides for and never invent one. Recipients compare the certificate to the passport letter by letter. Declare married names and any old alternative spellings.

How long it takes: a clean run and a HIT are two different rhythms

Without a HIT, the in-person visit usually completes capture, verification and release in one go. With a HIT, the NBI states you return at the time you are told, usually 5 to 10 working days later. That gap is exactly what anyone working to a deadline has to budget for.

What a HIT is. When your name is identical or highly similar to someone already on record, the transaction is flagged. The NBI treats this as routine: it is common, and it does not mean you have a record. Romanised Chinese names collide constantly, since one spelling can match dozens of different original names, so those applicants are flagged noticeably more often.

What happens next. You come back at the notified time for a manual review by reviewing officers, usually within 5 to 10 working days, and returning to collect the clearance carries no additional charge. Treat any offer to make a HIT disappear for a fee as a reason to walk away.

1. Work backwards. Write down the hard deadline, subtract the 5 to 10 working days a HIT can cost, then subtract the wait for a bookable slot. That date is when to start.
2. Take a morning block. Capture, system checks and printing happen the same day, and an afternoon queue turns same-day release into come back another day.
3. Declare former names honestly. Withholding them lengthens verification; declaring them helps reviewers rule out a same-name record faster.
4. Do not open a second application while a review is running. A duplicate tangles the process without accelerating the original.

Applying from outside the country: overseas applications and online renewal

Two situations. Cleared before with nothing changed: use online renewal. Never applied and currently outside the country: use the route the NBI describes under Applying from Abroad.

Route 1: online renewal, no visit. The NBI states that applicants issued an NBI clearance after 2014 whose personal information has not changed can select NBI Clearance Online Renewal on the portal home page and have the certificate delivered by courier. Two conditions apply and missing either rules it out: the 2014 cut-off, and genuinely unchanged information. If a single letter on the old certificate needs correcting, you register online again from the start.

Route 2: applying from abroad. The Applying from Abroad section covers the mailed procedure: obtain the application form from a Philippine embassy or consulate, have rolled fingerprints taken as prescribed with the person taking them signing and applying their seal, then mail the package to the processing centre named on that page, or have a representative submit it. The forms, mailing address, payment channels and processing times are whatever that page currently states, and practice varies between posts.

What a representative can and cannot do. They can normally submit and collect, but cannot supply your biometrics. A first application still means appearing in person or using the consular fingerprint-card route. Ignore anyone claiming a certificate can be issued without you appearing at all.

Overseas use usually needs authentication, and the order cannot be reversed. Obtain the certificate first, then authenticate it. Authentication attaches to one specific original, so if you obtained three certificates and authenticated one, the other two are not authenticated. Ask the recipient how recent it must be and what form of translation is accepted before you start.
