Whether and how strictly varies by bank and by product, so ask about the specific account you want rather than inferring from someone else experience.
Three, because you should already have one. Anyone employed here, running a registered company, or earning locally taxable income needs a tax number regardless of banking.
How Foreigners Obtain One
The tax number is issued by the Bureau of Internal Revenue, and the application route depends on why you need it: employees are usually assisted by their employer, the self-employed and those with local income apply under the business category, and people with no local income who need it purely for administrative purposes follow a different route whose availability and category should be confirmed against current rules.
Three things worth knowing in advance: one person may hold only one tax number, and duplicate applications create problems; the name and date of birth must match the passport exactly, because a registration error propagates everywhere the number is used; and application routes and required documents change, so rely on what the tax authority currently publishes.
No Tax Number Yet: Three Alternatives
Substitute another government document. A driver licence or a card issued by the retirement authority may be accepted, but the list differs by bank, so ask which ones this branch accepts before you go.
Strengthen everything else. Solid address evidence and source-of-funds documentation noticeably reduce follow-up questioning.
Get the number first. If you already fall into the category that should hold one, obtaining it first usually saves a trip rather than costing one.
What to avoid: never borrow or invent tax number details to open an account. The consequences of false declarations far outweigh a few days of delay.
A Tax Number Is Not a Tax Residency Declaration
At opening you may be asked to complete a self-certification of tax residency, naming the jurisdictions where you are tax resident and the corresponding taxpayer identification numbers. That form is not the same thing as a Philippine tax number: one is a declaration under the international tax information framework about your residency, the other is a local taxpayer identification number.
People commonly go wrong here by treating the Philippine number as the only answer, or by omitting another jurisdiction where they are in fact tax resident. Completing it truthfully according to your actual situation is the safe approach.
