Six Segments, Each With Its Own Queue
Break the timeline into segments and you get a schedule you can act on, instead of a vague sense that it takes a week or two. In order:
- Obtaining the official version. A PSA certificate ordered online has a delivery window and a walk-in copy has a queue; the NBI, schools and agencies each run to their own pace. This is usually the longest leg and the one people underestimate.
- Notarization and prerequisite certification. Only private documents carry this, and it is two steps: a lawyer notarizes, then the supervising Regional Trial Court issues the Certificate of Authority for a Notarial Act. The equivalent for academic records is the education authority's certification.
- The appointment or the online order. Physical documents need an online appointment slot; PSA eCertificates and CHED eCAVs are ordered online instead. How long this takes depends on slot availability, not on your document.
- The DFA stamp. The Authentication Division's FAQ splits processing into regular and expedited lanes, stating release 5 working days after filing in the regular lane and 2 working days in the expedited lane, subject to current publication.
- Claiming or delivery. Paper is claimed at the counter, or by a representative or courier; an electronic apostille arrives by email, so this segment disappears.
- Translation. Whether it is needed and in what form is decided by the receiving office, and it should run in parallel rather than starting after the apostille is issued.
The value of splitting it this way is that you can see which segments you actually control. Segment 4 is the shortest and the least negotiable — you can buy the expedited lane, but it will not move faster because you are anxious. The compressible segments are 1, 2 and 6, because they can be started early and run in parallel. Most missed deadlines are not lost at the counter; they are lost discovering days out that the copy in hand is the wrong version. Two Routes: The Counter and the Electronic Apostille
Work out which route your document takes before you schedule anything, or you will be planning someone else's timeline. The dividing line is the document type, not your urgency.
Route one: the electronic apostille. Since 16 March 2026 the DFA has processed PSA eCertificates (birth, marriage, death certificates, CENOMARs) and CHED eCAVs through a fully digital apostille procedure. PSA documents are ordered through the PSA Helpline's dedicated apostille channel and CHED eCAVs through the online system, with nothing lodged at a DFA counter. For destinations that are parties to the Convention only an electronic apostille is issued, delivered by email; the DFA states that printing it out and submitting the printout invalidates it, and no printed version is provided. For non-party destinations a paper authentication certificate is issued instead, which then goes to that country's mission in the Philippines for legalization. The rhythm advantage here is that three segments vanish — appointment, travel and courier — but a new question appears that must be asked first: will the receiving office accept an electronic apostille?
Route two: filing at a counter. Everything else remains a physical process, because the apostille is attached to the paper document, which has to be submitted and later claimed. The DFA also runs online filing for electronic apostilles at e-app1.apostille.gov.ph, and the official information portal is apostille.gov.ph. The pace of this route depends on three things: slot availability, which lane you choose, and whether claiming requires a second trip.
One line distinguishes genuine help from the rest: apart from those two electronic categories, an offer of a fully online apostille with no document submitted is either courier work or something a receiving office will not accept. Appointments Only: How That Changes Your Schedule
On the counter route the first queue is not at the counter — it is in the booking system. The DFA's public advisory of 21 October 2024 moved authentication to an online-appointment-only service, with walk-in clients no longer entertained from 1 December 2024. The transition ran through November 2024: from the 1st to the 15th, walk-ins were limited to document owners and their relatives within the second degree and spouses; from the 16th to the 30th, to document owners themselves. Persons with disabilities, senior citizens, pregnant women and emergency cases may still file as walk-ins. The same advisory noted that daily appointment slots at DFA Aseana were increased to 1,100.
Four practical points follow. First, appointments are booked at appointment.apostille.gov.ph, and rescheduling or cancelling is done through the buttons in the confirmation email. Second, print the confirmation and present it at the verification counter; the DFA states that altering a confirmation constitutes falsification of a public document and is punishable. Third, the venue on your confirmation is the venue you attend — do not substitute a closer one. Fourth, the appointment table on the Authentication Division's FAQ page shows some consular offices as temporarily unavailable for booking, so an office that normally handles authentication is not necessarily bookable this week.
Putting this into a schedule means reserving buffer for the booking itself. Slot release is outside your control and outside any provider's control. The practical approach is to fix the receiving office's deadline, work backwards to the booking window, and treat the appointment as the first milestone to lock down, rather than checking for slots once the paperwork is complete. If the documents are not ready yet but the decision is made, look at slot availability first and assemble the paperwork alongside — the two can run in parallel.

Only the DFA apostillizes, and filing happens at the Office of Consular Affairs authentication counters in Aseana, Parañaque, and at designated consular offices in Metro Manila and the regions. The addresses and hours below are reproduced from the official directory, with nothing added.

Three cautions before you set out. The directory does not list an authentication enquiry address for every office, and which counter currently accepts authentication is for the official directory and the Authentication Division's contact page to say — a passport office is not automatically an authentication office, and the authentication list is shorter and subject to change. There are 42 consular offices nationwide, with names, addresses, hours and contact emails on the consular.dfa.gov.ph directory page, most keeping hours of Monday to Friday, 8:00 to 17:00; this guide invents no addresses outside that listing. And where a document was issued does not decide where it is apostillized — a birth certificate registered in a province is still apostillized by the DFA, with the local step being the earlier one of obtaining the PSA copy.
Planning Backwards: Fix Four Hard Limits First
Schedule from the receiving office's deadline backwards, and budget for one rejection. Start by pinning down the four limits you do not control; everything else is room to manoeuvre.
Limit one: the release lane. The Authentication Division's FAQ states release 5 working days after filing in the regular lane and 2 working days in the expedited lane, subject to current publication. That segment buys speed, not an outcome.
Limit two: the claiming window. An apostille left unclaimed is destroyed 3 months after its scheduled release date. If you are leaving the country, arrange collection before you go — a representative with a signed authorization letter, a copy of the owner's signed ID and their own ID, or a courier company engaged to lodge and collect with progress tracked through the courier.
Limit three: the freshness of the underlying document. Police clearances and certificates of no marriage record have a practical shelf life, and many receiving offices want civil registry copies issued within the last 3 or 6 months. So you cannot simply start as early as possible; order too soon and the copy has aged out by filing day. This pulls in the opposite direction from limit one, and it is where schedules most often come apart.
Limit four: appointment availability. Since 1 December 2024 the counter route accepts online appointments only, and slot release is outside anyone's control. Treat it as the first milestone to lock down.
With those fixed, work backwards in this order: deadline, buffer for one rejection, translation and delivery, claiming, the stamp (regular or expedited), the appointment, notarization and prerequisites, obtaining the official version. Translation runs alongside rather than in series. One closing observation: a rejection costs far more than an expedited lane ever saves. Expediting buys a few working days; a rejection sends you back through the entire prerequisite segment and sometimes forces you to reorder the underlying document. If You Are in a Province or Outside the Philippines
Authentication does not require the document owner to appear, so being away is not an obstacle — it is a step to arrange in advance. Done properly it removes the two most expensive segments, the trips.
What a representative brings: a signed authorization letter, a copy of the owner's identity document bearing their signature, and their own ID in original and photocopy. A company representative adds proof of affiliation such as a general information sheet or a company ID showing position; a minor's document requires the parents' special power of attorney in original. A courier company can also be engaged to lodge and collect, with progress followed through the courier. If you are abroad, the standard route is to execute an authorization letter or special power of attorney for someone in the Philippines — and that instrument itself usually has to be notarized and apostillized where you are.
What an applicant from outside Metro Manila actually pays extra is time, not fees. The official fee is charged per document and is the same nationwide; what is added is travel, accommodation and the possibility of a second trip to claim, since the regular lane does not release the same day. The number of consular offices accepting authentication is smaller than the number issuing passports, and a region may have only a few counters handling it, so check the current directory for hours and venue before travelling.
Three ways to compress the trips. Check first whether your document belongs to one of the two electronic categories — a PSA eCertificate or a CHED eCAV never requires a journey at all. Combine errands into one trip: obtaining the underlying document, notarization and the court certification should be scheduled together rather than one journey each. And delegate claiming to a representative or a courier; the person who files does not have to be the person who collects, or travel on the same day.
