Third, a first renewal may add a requirement. The manual's renewal conditions table requires completion of a driving enhancement programme before the first renewal of a five-year licence. Validity tiers: five years as the baseline, ten years bought with a clean record

Layer three: the conversion transaction has no separate validity clause. The charter states validity rules under the new-licence transaction, but the conversion entry does not carry its own clause, so what was issued to you governs. Three tiers, by severity:

Tier one: recently expired. Renewal is still available, with a surcharge that grows the longer you wait. More importantly, driving on an expired card is itself a violation, so the "I'll keep driving until I find time" approach is not available. Otherwise this tier works like the pre-expiry route with an added charge.

Tier two: expired beyond two years. Simple renewal is no longer available; the theoretical and practical tests must be passed again and a fine paid.
