Scale and ranking: strong in volume, dominant in semi-refined carrageenan
Read the Philippine position in two layers. Raw seaweed volume is among the world's largest but not first; what the country genuinely dominates is food-grade semi-refined carrageenan. Conflating the two overstates its bargaining power in raw material and understates its position in processing.
- Domestic weight. Seaweed output in 2024 was 1,455,218.32 tonnes, 35.85 percent of total fisheries production and 65.5 percent of aquaculture volume of 2,221,338 tonnes (BFAR Fisheries Profile 2024, PSA data).
- World ranking. The Philippine Seaweed Industry Roadmap 2022-2026 cites FAO 2018 data placing the country third behind China and Indonesia; the Fisheries Profile 2024 cites FAO 2023 aquatic plant aquaculture figures of China 23.06 million tonnes, Indonesia 9.75 million, South Korea 1.74 million and the Philippines 1.63 million, which is fourth. Both are quotable; always carry the year and the source.
- Processing. The roadmap states that Philippine food-grade semi-refined carrageenan still dominates global supply, and an FAO technical paper from 2013 places that capacity in the Philippines, Indonesia and China. We could not verify a numeric world ranking for carrageenan specifically, so we do not quote one.
- Export structure. Of the 45,897 tonnes exported in 2024, the United States took 10,067 tonnes worth USD 56.7 million while China took 9,184 tonnes worth USD 9.6 million. The unit-value gap tells you the US buys the refined value-added end and China buys mostly raw and primary material.
- Recent direction. A BFAR release of 17 August 2026, citing the PSA fisheries situation report, put second-quarter 2026 seaweed output down 3.3 percent year on year.
On the industry side, the Seaweed Industry Association of the Philippines is a verifiable point of contact: it sat on the technical working group for the national aquaculture practice standard and publishes industry statistics from Cebu City, and has estimated around 700,000 hectares of farmable area with only 8 percent used and about 1.2 million people benefiting (association figures, 2021). Four grades: species, region, season and paperwork in one table
Get the species right first. Cottonii — Kappaphycus alvarezii and K. striatum — yields kappa carrageenan; spinosum, Eucheuma denticulatum, yields iota. Gracilaria yields agar rather than carrageenan, Sargassum goes to alginate and fucoidan, and Caulerpa, known locally as lato, is eaten as a sea vegetable. Get the species wrong and every downstream parameter is wrong with it.

Remember the conversion ratios. Semi-refined production yields about 25 percent, so roughly 4 kg of dried seaweed makes 1 kg of product, while refined runs at about 20 percent, or 5 to 1. On the roadmap's figures, about 65 percent of dried seaweed goes to semi-refined product, 22 percent to refined and 13 percent is exported as raw material. If what you need is finished hydrocolloid, the short path is a semi-refined or refined plant, not buying raw material and finding a toller.
Growing areas and seasons: BARMM and Palawan lead, the monsoon decides drying
Direct answer: the leading production area is the Bangsamoro Autonomous Region in Muslim Mindanao, with 944,530 tonnes of aquaculture output in 2024, 42.5 percent of the national total, followed by MIMAROPA at 13.2 percent and Region VI at 9.2 percent. Region VII, which contains Cebu and Bohol and is often mistaken for a growing area, produced only 23,290 tonnes in 2024; it is a processing centre, not a farming one.
By province, 2020 shares were Tawi-Tawi first at 375,617 tonnes and 26 percent, then Palawan 22 percent, Sulu 16 percent, Maguindanao 7 percent, Zamboanga Sibugay 7 percent and Antique 6 percent (roadmap citing PSA 2021). An FAO technical paper from 2013 lists four key production areas: the Sitangkai area of Tawi-Tawi, Palawan, Zamboanga City and Bohol. Note also that BFAR's National Seaweed Technology Development Center sits in Sorsogon; that is a research and seedling institution, not a major producing province.

The farming cycle itself is fast: about 45 days per crop and up to eight crops a year. So shortage in this category is rarely a capacity problem; it is weather, disease and farm-gate price stacking up together. In an annual contract, write monsoon and disease into force majeure and price adjustment rather than fighting for one fixed price.
Where the processors are: sixteen plants and their capacity bands
Philippine carrageenan capacity clusters in two places: Cebu, including Mandaue, Carmen, Consolacion and Sibonga, and Zamboanga City, with a handful of plants in Laguna, Cavite, Bulacan and Leyte. The Seaweed Industry Roadmap 2022-2026 counted 16 carrageenan plants in 2020, four multinational and twelve local, and describes them as mostly located in Cebu.

Three practical conclusions. Production sits in the south while processing sits in the centre and north, so dried material moves from Tawi-Tawi and Palawan up to Cebu or Zamboanga, and that domestic leg with its handling losses belongs in your landed cost. Appearing on BFAR's approved list of carrageenan, dried and smoked fishery establishments is the basic qualification threshold, and the list is itself a screening tool. And multinational plants are largely tied to long-term contracts with international brands, so mid-sized buyers will find local plants a more realistic counterparty. Specifications and testing: the numbers that belong in the contract
Only a handful of parameters actually cause disputes: viscosity, loss on drying, sulphate, ash, acid-insoluble matter, low molecular weight fraction, heavy metals and microbiology. Acid-insoluble matter is the one that separates E407 from E407a, and the limits are not close.

Two things buyers routinely miss. Gel strength and mesh size are commercial parameters rather than EU regulatory ones — the regulation does not cover them, but buyers care most about them, so the specification sheet must set the test method and an acceptance band separately. And the US identity is three-fold: 21 CFR 172.620 for carrageenan, 172.626 for its salts, and 182.7255 recognising Chondrus extract as generally recognised as safe under good manufacturing practice. Confirm which applies before you ship to the United States.
On the raw material side there are usable benchmarks too. The standard moisture level for dried seaweed is 38 to 40 percent, while farmers frequently deliver at 45 to 55 percent, and the wet-to-dry ratio runs between 6 to 1 and 9 to 1. BFAR's National Seaweed Technology Development Center tests moisture in about a day and yield, gel strength and viscosity in about three to five days, which is what sets the minimum length of your inspection window.
Declaring the same lot as E407 rather than E407a changes the acid-insoluble matter limit from a maximum of 2 percent to a band of 8 to 15 percent, nearly an order of magnitude — and a quotation that says only "carrageenan" without naming the identity leaves the liability blank when an EU port finds the material off specification. Philippine-side regulation: BFAR is the authority, and fresh material cannot be exported
Seaweed is regulated in the Philippines as a fishery product, so the authority is the Bureau of Fisheries and Aquatic Resources rather than the Bureau of Plant Industry. That means you need fishery certificates, not plant quarantine ones.
- Exporter registration. Exporters must register with BFAR, and processing plants should appear on BFAR's approved list of carrageenan, dried and smoked fishery establishments, which carries an update recorded in January 2025.
- Export commodity clearance. Issued by BFAR on form FN-FCS-016, per shipment, alongside border inspection of outgoing goods.
- Health or sanitary certificate. Issued per shipment for fishery products and required by the EU among other markets.
- Fresh export prohibition. Fisheries Administrative Order 169 of 1990 prohibits the export of fresh eucheumatoid seaweed; only dried or processed material may be exported. Buyers asking for fresh seaweed need to hear this first.
- National standards. Dried seaweed falls under PNS/BAFS 85:2021, revising PNS/BAFPS 85:2012, and farming practice under PNS/BAFS 208:2017, the code of good aquaculture practices for seaweed. We found no published standalone Philippine national standard for carrageenan itself; FAO material records one under development, so rely on the current publications of the standards bodies.
- The FDA side. The Philippine FDA licence to operate applies to food establishments generally under RA 9711 and related orders, but we could not obtain a clear source on whether it applies to every carrageenan processor. Confirm with both FDA and BFAR in writing and keep the replies on file.

Export documents: Form E and Form RCEP are not the same thing
One frequent error to correct: Form E is the certificate of origin under the ASEAN-China Free Trade Agreement, while RCEP uses its own separate Form RCEP. They are neither interchangeable nor substitutable. Philippine certificates of origin are issued by the Bureau of Customs, manually or online, with self-certification available under some agreements.

For China-bound shipments the Philippine-side actions are exactly these: BFAR registration with per-shipment clearance and health certificate, customs registration and export declaration, and a certificate of origin under the chosen agreement. Buying and pricing: a 45-day crop, and how to structure a first order
Dried seaweed follows farm logic and carrageenan follows processing logic: the first tracks farm-gate prices and weather, the second tracks production slots and specifications, so one contract template will not serve both.
- Price reference points. The Seaweed Industry Roadmap 2022-2026, with data from around 2021, records an average dried seaweed price of about PHP 60 per kilo, with processor buying prices of roughly PHP 80 per kilo for cottonii and PHP 38 for spinosum. Historic export prices have swung hard: an FAO technical paper from 2013 records Cebu FOB dried cottonii at around USD 800 per tonne from 2003 to 2007, spiking to USD 2,750 in 2008, falling to USD 1,300 in 2009 and about USD 1,600 in 2010. We could not verify prices from 2023 onward or the effect of El Nino, so we do not quote them; take current quotations from two or three plants and cross-check.
- Contract mechanics. Settle dried seaweed on moisture, using 38 to 40 percent as the baseline and an agreed deduction formula above it. Settle carrageenan by specification band, naming the laboratory whose arrival testing governs, the tolerance and the penalty formula.
- Inspection timing. Pre-shipment inspection with loading supervision is standard. Moisture results come back in about a day, while yield, gel strength and viscosity take three to five, so size the window to the slower test.
- First order structure. Run one full or half container as a trial so that BFAR registration, export commodity clearance, health certificate and certificate of origin all get exercised end to end. That is worth far more than reviewing samples.
- Risk clauses. Put the southwest monsoon, typhoons, ice-ice disease and epiphytes into force majeure and price adjustment, and require disclosure of output losses over the past two years plus the alternative sourcing area.
