Printing and packaging in the Philippines is a business where quoting is a currency decision. Paper and board, inks, plates, films and adhesives are largely imported, which means your raw material cost is not set by the local market but by a cross-border procurement cycle plus currency movement. The price you fix when you win the job may not match the cost when you deliver it. The second constraint is equipment: new or used looks like a capital question but is really a spares-and-downtime question, because a stopped machine costs more than lost output — it costs delivery credibility. Six supply blocks, and the first two decide whether your quoted price survives to delivery

The sector buys from six blocks, but cost and risk concentrate heavily in the first two. Everything below hangs off this list.

One, substrates. Papers and boards, containerboard, films and laminating substrates, self-adhesive face stock and liner. The largest purchase category and the one most exposed to currency and international pricing.

Two, inks, coatings and process chemistry. Inks, varnishes and coating materials, adhesives, solvents and wash-up chemistry, fountain solution. Smaller in value than substrates but tied simultaneously to print quality consistency and to emissions compliance, which makes it the most consistently underestimated block.

Three, plates and tooling. Printing plates, screens, cutting dies and foiling tooling. What defines this block is that much of it is made new per job — a one-off investment driven by an order, and a reliable source of disputes when ownership and cost allocation are left unwritten.

Four, equipment and spares. Presses, finishing equipment, inspection and proofing equipment, together with their consumables, wear parts and spares. Used machinery holds a meaningful share of the local market, and that gets its own section.

Five, outsourced finishing. Die-cutting, gluing, lamination, foiling, binding, coating and slitting. Almost no plant runs every process in house, and most send out a significant share. Who does it, how long it takes and who pays when it is spoiled is daily business here.

Six, facilities and compliance overhead. Plant power and compressed air, compliant handling of waste paper and waste solvent, fire and safety equipment, warehousing and delivery. None of it generates revenue and all of it can stop you, the solvent waste stream most of all.

Substrates and inks are imported, so the three things you actually manage are FX, landed lead time and batch consistency

The fact to accept first is that your principal raw material cost is not set locally. Substrates and inks are largely imported and move with international pricing and the exchange rate, while most of your customers settle in local currency. That exposure sits somewhere; if it is not handled in the commercial terms, it sits with you.

First, the currency exposure. Structurally there are only three approaches: shorten the validity period of a quotation, write an adjustment mechanism into the contract that triggers when currency moves beyond an agreed band, or make an arrangement about the quoting currency itself. Each has a cost — short validity irritates customers, an adjustment mechanism has to be negotiated, and a currency arrangement pushes the exposure to the customer. Which one fits depends on your customer mix and bargaining position, but all three beat quoting today's rate with long validity. Second, landed lead time is a chain rather than a number. It comprises upstream production and shipment scheduling, the sea leg, examination and release on arrival, and the inland leg, with an added segment for regulated categories or anything needing a further permit. Any stalled segment pushes the whole chain out, so your buffer covers the chain, not your own consumption rhythm. Third, batch consistency outranks unit price. Grammage, brightness, stiffness and moisture content in paper, and shade and drying behaviour in ink, vary between batches of the same grade. For a printer, that variation converts directly into make-ready time, waste and customer complaints. The workable practice is to pin specification parameters in the contract and require batch quality data with each delivery; to reserve same-origin, same-batch stock for long-running work from important accounts; and to trial any alternate material when there is no order pressure, rather than on the day you run out.

The uncomfortable part: small plants are structurally disadvantaged here. Importing your own stock requires capital, warehouse space and a willingness to carry price risk. Without volume you buy from local traders as needed, at higher unit cost, with a narrower range of specifications and weaker batch consistency. Effort does not change this; the only sound response is to price it in rather than pretend it away. Taking low-priced long-term contracts without the ability to hold stock is the most common way plants fail here. The conclusion first: do not make this choice on purchase budget, make it on how long the machine stays down when it breaks. Printing is continuous production, so one key machine stopping pushes out every job behind it — and once delivery credibility is gone, customer loss tends to be permanent.

Used machinery carries three real costs. Spares: the older the machine, the harder original parts are to obtain and the more you depend on salvaged and third-party parts, whose lead time and quality are both unreliable. Engineers: fewer people still know that generation of machine, so whether anyone local can service it and how quickly they respond are questions for before purchase, not after failure. Electronics and software: when the control system, drive boards or operating software on an older model fail, there may simply be no replacement path, and a whole press being retired over one board does happen.

New machinery concentrates its cost in capital and technical lock-in. Capital needs no explanation; lock-in means consumables, licence keys and proprietary parts are tied to the principal or exclusive distributor, so after installation your consumables come from one line only. The logic matches aesthetic and clinical equipment: what you buy is not a machine but a machine plus a long-term consumables and service relationship.

So new or used, the same set of questions has to be settled before signature: the spares list and local availability of wear parts, engineer response arrangements, training and handover, whether consumables are locked and what substitution is possible, and the fallback when downtime runs long. Power deserves its own mention. Printing equipment is sensitive to voltage stability, and supply fluctuation and scheduled outages are routine in parts of the country. Sizing backup power is not only about avoiding lost production — it affects equipment life and the scrapping of work in progress. One closing practice: treat downtime hours as inventory you manage. Replace wear parts on a preventive cycle rather than on failure; hold critical spares locally rather than waiting on air freight; and put engineer response commitments into a service contract rather than relying on goodwill. Material compliance and emissions: packaging authorisation, label liability, solvents and hazardous waste

What printers most often miss is that the thing you print is sometimes itself a regulated product. This line has three segments, and the responsible party differs in each.

Segment one, authorisation of the packaging material itself. Packaging intended to contact food is regulated locally by intended use rather than treated as ordinary plastic or paper by material type, and the requirements differ accordingly. As the printer or converter, you do three things: establish what the customer will use the material for, record that use on the order, and state in the contract who is responsible for the material's compliance status. "The customer says it's fine" is not a basis for anything, because when something goes wrong the whole chain is examined.

Segment two, liability for label and printed content. What a product label must carry, and the language and metrology requirements, are the brand owner's compliance obligation rather than the printer's — but the printer is often the first party in a position to spot an error. The practical approach is twofold: assign content responsibility to the customer in the contract, add a formal check in the workflow for obvious omissions and differences against the previous version, and retain the customer's signed proof. Segment three, solvents, emissions and hazardous waste. This is one of the biggest differences between printing and general manufacturing. Wash-up chemistry, solvent-based inks and coating materials carry requirements at storage, at use and at disposal: segregated and fire-rated storage, ventilation and personal protection in use, and transfer to an appropriately accredited handler with documentation retained at disposal. Almost no plant runs every process, so subcontracting is structural rather than supplementary. The question is never whether to send work out but who carries the loss when the outsourced stage goes wrong.

Four criteria for choosing a subcontractor, with price last. Capacity and calendar: does the partner have headroom during your peak, because that determines whether you get pushed back exactly when it hurts most. Quality consistency: splitting one job across several subcontractors almost guarantees variation in colour and finishing accuracy. Ability to bear liability: if they spoil your material, whether and to what extent they compensate has to be agreed before the first job and written down, not settled on goodwill afterwards. Confidentiality and intellectual property: leaked customer artwork, dielines and brand assets are a real occurrence, and confidentiality obligations have to extend down to the subcontractor rather than stopping at you.

Plates and proofing are the most common source of dispute, because the spend happens before the order is firm. Agree at least the following in advance: who bears the cost of plates, dies and foiling tooling, who owns them, where they are stored and for how long; how many proofing rounds are included and how additional rounds are charged; who carries the cost when a customer artwork change forces remaking; and what happens to spend already incurred if the order never firms up. All of it belongs in written confirmation before production, not in an argument that starts with "but we agreed." Signed proofs and written confirmations are the cheapest risk management available in this industry — near-zero cost, and value that only appears during a dispute.

What you have left when supply stops depends entirely on what you prepared. Three preparations: alternate specifications trialled in advance with records retained; no single source for critical materials, keeping a live second relationship rather than a business card even if it costs a little more; and a contractual notice period before a supplier discontinues. The third is routinely skipped and is the only clause that buys you reaction time.

The counter-argument worth stating: outsource too much and your margin is shaved layer by layer while you hand over control of delivery timing. So the real test is not whether outsourcing saves money but whether this process is the reason customers choose you. If it is, do it in house even with heavier equipment investment. Seven recurring pitfalls on the supply side

These recur constantly in the local industry, and most are already built in at the moment the order is accepted.

One: quoting today's material cost with long validity. Your main inputs are imported and move with international pricing and currency. You fix the price and the cost keeps moving. Shorten validity, agree an adjustment mechanism, or make a currency arrangement — pick one.

Two: setting safety stock against your own consumption. Landed lead time is a chain: upstream production, sea leg, examination and release, inland leg, plus a permit segment for regulated categories. Any stalled segment pushes out the whole chain, so the buffer covers the chain.

Three: buying used equipment on purchase price alone. The older the machine, the harder original spares are to find, the fewer engineers still service it, and the more likely control electronics have no replacement path.
