Can You File a 9F Student Visa Yourself? Which Steps Only the School Can Do

The documents that decide a 9F are not in your hands or your agent's — they are in the school's. The Bureau's 2026 Citizen's Charter requires an endorsement letter to the Commissioner signed by the School Registrar and sourced from the petitioning school; a notice of acceptance signed by the registrar stating the semester and the months it covers; and an application letter signed by the authorised school liaison officer and the applicant on school letterhead with a dry seal.

So the question splits in two: is the school side running smoothly, which you do not control; and can you handle your own side, which you can judge. If the first is slow, nobody makes it fast. If it is fine, the second is not a high bar. Requirements are whatever the Bureau specifies at the time.

What only the school can do

  1. The school must be BI-accredited. The Charter's school representative ID transaction lists an endorsement letter from a BI-accredited school as its first requirement and limits eligibility to representatives of accredited schools.
  2. A registrar-signed notice of acceptance stating the semester applied for and the months it covers.
  3. A registrar-signed endorsement letter to the Commissioner.
  4. An application letter co-signed by the authorised liaison officer on school letterhead with a dry seal.

So your first move is not comparing agents — it is emailing the registrar to ask whether the school is accredited, who the liaison officer is, and what the issuing process and turnaround are. The quality of that reply largely answers the hiring question.

Four variables that decide whether to self-file

  1. Is the school side smooth? Prompt registrar replies, a named liaison officer, a settled process — yes. Chasing for weeks with no clear signatory — no. This carries the most weight.
  2. Is your status clean? Lawful stay, continuous entries and exits, no unresolved items, consistent passport name.
  3. How wide is the window? Not days to term, but whether one request for further documents still leaves room.
  4. Can you attend on weekdays and handle questioning in English? Identity and biometric steps require personal appearance. See which transactions require it.

All yes: file it yourself. Two or more no: consider an accredited firm. Difficulty is not on the list — the challenge in a 9F is coordination, not complexity.

When self-filing works

Schools that routinely enrol foreign students usually hand you a timetable; follow it. Add a clean status with margin, only yourself to file for, living in the same city as the school, and the ability to handle questioning in English. When to hand it over

  1. The school side is slow or has no named liaison officer.
  2. Your current status has unresolved items or an overstay history.
  3. The window allows one attempt only.
  4. You are still abroad or about to leave — in-country conversion and filing from abroad are different routes.
  5. Dependants are involved.
  6. Your course carries extra regulator requirements — the Charter requires a CHED certificate of eligibility for admission for medicine and dentistry courses, and a CHED endorsement for transfer or shifting of course where applicable.
  7. You cannot attend on weekdays.

What to reserve if you self-file

A buffer for the school's issuing time, estimated from its slowest turnaround; more than one free weekday, since the medical and drug test, filing, possible additional documents and collection fall on different days — and the Charter specifies a Level III hospital for the medical and drug test; a sequenced document timetable; and a plan B for the term. Four things that stay yours after hiring help

  1. Verify the entity, including any BI accreditation number and expiry. The Charter states representative filing requires an SPA with ID, or an accredited travel agent's BI accreditation ID.
  2. Tuition goes to the school, never to a personal account.
  3. Three red flags, each a reason to stop: do not worry about the school; enrol nominally; and guaranteed approval, which no one can offer.
  4. Keep your own record of what was filed and when.
