What You Actually Receive When a 9G Is Approved: Three Items, Three Moments, None Optional

Short answer: a finished 9G leaves you holding three things — the employment permit card issued by the labour department, the visa page in your passport together with immigration's implementation record, and the alien registration card. They come from two agencies at three different moments, and until all three exist the process is not complete.

The common mistake is treating the approval notice as the end. Immigration works in two internal stages, approval and implementation; the passport page and the card both belong to the second.

Three items answer three different questions

The permit card answers "may you be employed". The visa page answers "may you reside in employment status". The registration card answers "are you on record". Three questions, so no single document can cover them.

The legal bases are separate too: Article 40 of the Labor Code (Presidential Decree No. 442) and Department Order No. 248, series of 2025 for the permit; Section 9(g) of Commonwealth Act No. 613 for the visa; the alien registration system for the card. The order is fixed — permit, then visa, then card. Reversing it is not slower, it is simply not accepted.

Item one: the labour department's permit card

It certifies that this person, at this company, in this position may be employed — all three bound together. Change employer or position and you generally re-apply, which is why the job title has to be settled at the very start.

Release rules changed in 2026. From 9 June 2026 the function moved to the Bureau of Local Employment at head office; from 3 September 2026 filing is online only and the office runs zero contact. The card is released to the foreign national, the employer, an accredited agency or an authorised representative, and only against a confirmed slot.

One more clause worth noting: under Department Order No. 248, failing without valid reason to claim the card within 10 working days of the issuance notice is listed as a ground for cancellation. Details in the 2026 online filing rules.

Item two: the passport page, and the implementation step

Approval and implementation are two separate moments. After approval, immigration stamps or affixes the visa and then completes implementation and registration. An approval notice with nothing in the passport is a half-finished file.

Implementation includes biometrics capture — fingerprints, photograph, signature — which only you can do. That record is then bound to the passport page and to the registration card that follows.

Item three: the registration card, which is what you actually show

The ACR I-Card is your day-to-day identity document in the Philippines. Bank accounts, airport checks, HR files, lease signings — most of them look at the card rather than the visa page.

It has its own validity and renewal rhythm, not necessarily aligned with the visa. If the spelling, date of birth or employer details on the card do not match the passport, everything downstream stalls. Corrections are covered in common ACR I-Card problems; the basics are in the ACR I-Card guide.

Three half-finished states and what each blocks

Permit but no visa. You are employable but have no work residence status, so working still sits outside the rules unless a transitional permit covers you — see how a provisional permit is used.

Approval but no implementation. Nothing in the passport, so departures and renewals break, and because biometrics was never captured the registration card cannot be issued either.

The most useful closing habit is mundane: copy the three reference numbers and three expiry dates onto one sheet, and keep a copy with a named person at the company and one yourself.

Why does the visa page show two different dates?

One is the validity of the visa, the other the authorised stay. They govern different things, and renewal planning depends on which one you are reading.

What happens if the permit card is never collected?

Under Department Order No. 248, series of 2025, not claiming it within 10 working days of the issuance notice without valid reason, or not submitting pre-release documents, is listed as a ground for cancellation. Manage it as a countdown from the notice date.

Should the three expiry dates be aligned?

They will not align on their own. Permit, visa and card each run on their own clock, and one lapsing quietly makes the other two look fine while the overall position is not compliant.
