What the worksite field actually drives
Inspection. During assessment the agency may require personal appearance, convene a clarification conference, or inspect the employer's premises and the worksite. Arriving at the worksite and not finding the person is the most direct contradiction there is.
Reporting. Changes to company name, address, worksite, employee separation or cessation of business are reported within 10 calendar days, and a quarterly list of foreign employees is filed within 30 calendar days of quarter end.
Sector and ratio. Construction, gaming, regulated professions and Anti-Dummy sectors each carry extra prerequisites, and foreign-employee ratio and understudy requirements follow actual deployment — see ratio and understudy rules.
The permit rests on Article 40 of Presidential Decree No. 442; the visa on Section 9(g) of Commonwealth Act No. 613.
Case one: contracted at head office, deployed to a client
The employer has not changed, so this is not a change of employer — but the worksite has, so the reporting duty applies. The permit binds person, position and employer; the client is not your employer, and the ambiguity in the direction of work is where risk comes from.
Keep three things on record: the written basis for the deployment (an internal assignment letter or the service contract with the client), the actual worksite address, and the deployment start and end dates. With those three, documents and facts line up.

Case two: rotation across sites and cities
Writing "nationwide" does not solve rotation. Either state the principal worksite with an explanation of the rotation, or report each change, following current guidance.
Factor in the 2026 process change: from 9 June 2026 permit processing centralised at the Bureau of Local Employment, and from 3 September 2026 new, renewal, exemption and exclusion applications go through the official portal only, with questions and clarifications travelling through the designated channel under zero contact. Case three: home and hybrid working
Working from home does not change the employer, but it does make the worksite field inaccurate. The application says the office address; the reality is months at home, and an inspection meets the same empty desk.
The safer approach is to write hybrid working into internal policy and the employment arrangement, stating that the office address remains the worksite and that home working is a mode of work rather than a change of worksite. Fully remote arrangements with the person outside the Philippines are a different question altogether, and characterisation depends on location, income source and status. For an individual determination, consult licensed counsel.
A checklist you can follow
State the principal office or principal deployment site, consistent with the contract and job description. All three documents must describe the same thing.
Keep three records for deployments: the written basis, the address, and the start and end dates. Producing them during an inspection changes the conversation entirely.
Report changes as they happen, not at renewal. The 10 calendar day window is short, and saving them up usually means filing late.
