CALABARZON Industrial Parks: Cavite, Laguna and Batangas Zones, Industries and One-Day Routes

What CALABARZON is: the manufacturing corridor 1-3 hours south of Manila

CALABARZON is the collective name for Cavite, Laguna, Batangas, Rizal and Quezon. Manufacturing concentrates in the first three along SLEX, 1 to 3 hours from Makati. SEIPI data put Philippine electronics exports at USD 49.64 billion in 2025, up 16.11%, with the industry split 73% semiconductor manufacturing services and 27% electronics manufacturing services; capacity sits in four areas — Metro Manila, CALABARZON, Northern and Central Luzon, and Cebu — and CALABARZON is the densest.

Almost every park in the corridor is a PEZA-registered special economic zone built and run by a private developer (Ayala, Aboitiz, Science Park of the Philippines, Carmelray and others); the only PEZA-operated public zone is the Cavite Economic Zone. The main parks: municipality, industry and who each suits

The table covers the 11 parks most often inspected. Areas and locator counts come from developer sites, PEZA releases and press reports; rely on the latest official figures.

What each province is strong in: Cavite for electronics and consumer goods, Laguna for electronics and automotive, Batangas for the port

Cavite is closest to Manila. The CEZ, Gateway, FCIE and PTC line runs on semiconductor test, electronic components, garments and consumer goods, with the highest density of small and mid-sized export plants — a buyer can cover 3 to 4 in a day. Laguna has two lines, electronics and automotive: Laguna Technopark and the three Calamba parks hold PCBA, test and wire harness plants, while the Santa Rosa area carries vehicle assembly and its parts ecosystem; the Japanese share is high, management is disciplined and quotations run higher. Batangas wins on logistics: the Batangas Container Terminal (ATI with DP World) has a design capacity of 600,000 TEU and handled 307,000 TEU in 2025, up 14%; FPIP and LIMA are 45 to 90 minutes from the port, so export-heavy projects avoid the congestion of routing through Manila's port.

Getting there: SLEX, CALAX, STAR and real drive times

From Makati, the parks are 1 to 3 hours away, and departure time matters more than distance. SLEX is the spine; the Biñan, Cabuyao, Calamba and Santo Tomas exits serve Laguna and northern Batangas. CALAX (Cavite-Laguna Expressway) opened its third subsection to the Governor's Drive interchange in General Trias on 4 May 2026, cutting Biñan to General Trias from about an hour to about 26 minutes; open interchanges include Laguna Technopark, Laguna Boulevard, Santa Rosa-Tagaytay, Silang East, Silang (Aguinaldo) and Governor's Drive. STAR Tollway continues from Santo Tomas to Lipa and Batangas port.

The vehicle must carry an Autosweep or Easytrip RFID tag; SLEX and CALAX have effectively no cash lanes. To make a 9:30 meeting, leave before 6:30 or sleep in the Santa Rosa/Nuvali area the night before.

Three one-day routes: one province a day, no more than 4 stops

Route A, Laguna day: 9:30 Laguna Technopark investment office plus 1 company; 11:30 a second company in Biñan; 14:00 LISP II or Carmelray in Calamba; 16:00 a fourth in Calamba; stay in Santa Rosa. Route B, Cavite day: 9:30 PTC (Carmona); 11:00 Gateway Business Park (General Trias); 14:00 CEZ zone administration (Rosario); 16:00 FCIE (Dasmariñas), linked by CALAX; stay in Tagaytay or return to Manila. Route C, Batangas day: 8:30 FPIP (Santo Tomas); 11:00 LISP III/IV (Malvar); 14:00 LIMA (Lipa); 16:00 optional look at Batangas port; stay in Lipa or drive back.

Each route takes a full day — 5 days with travel for all three, or 3 days for a single province. Six things to verify on site and five deliverables to bring home

A park visit is not a master-plan model. Verify 6 things physically: 1) pavement load rating and turning radius for 40-foot container trucks; 2) distance to the substation and connection capacity actually available — industrial power in CALABARZON is billed by Meralco or a local cooperative and differs between parks; 3) water and drainage tie-ins, with extra effluent requirements around Laguna Lake; 4) whether fiber physically reaches the lot boundary; 5) flooding history over 5 years, a direct question in low-lying lakeshore areas; 6) the labor pool within 30 minutes — the Region IV-A minimum wage is set by its own regional wage board and differs from Metro Manila's.

Four ways the trip gets wasted

One: two provinces in one day. Lipa to Dasmariñas is over 2 hours even by expressway. Two: booking companies but not the park. Lease terms, available lots and connection capacity are decided only by the developer's leasing office. Three: treating a park name as an address. There are four LISPs across 3 municipalities and two Carmelrays; book the wrong one and half a day is gone. Four: arriving Friday afternoon. Zone administrations and PEZA desks do not work weekends.
