Cebu is not one city: 3 city governments, 1 province and 1 bridge
Three independent cities matter for a business trip. Cebu City is the provincial capital and commercial center, home to Cebu IT Park and Cebu Business Park. Mandaue City is the traditional industrial and furniture manufacturing district. Lapu-Lapu City occupies Mactan Island, where Mactan-Cebu International Airport (MCIA), the Mactan Economic Zones I and II and Cebu Light Industrial Park all sit. Each city issues its own business permits and levies its own local taxes, so "setting up in Cebu" has to be resolved to a specific city at the municipal level.
Above them is the Cebu provincial government; West Cebu Industrial Park in Balamban is a provincial town on the far side of the mountain range. Besides the two older bridges, the Cebu-Cordova Link Expressway (CCLEX), opened in April 2022, holds the run from the airport side to Cebu City's South Road Properties at 20 to 30 minutes and bypasses the Mandaue bridge traffic.
Zones and incentives are a separate layer again. Park names and areas follow the PEZA site and developer announcements (the two MEZ zones total about 150 ha; West Cebu Industrial Park was expanded by another 64 ha by presidential proclamation in June 2025).
Four industry belts: BPO, furniture and home decor, shipbuilding, electronics and food
Four industries in Cebu are tangible enough to inspect. BPO and IT in Cebu IT Park and Cebu Business Park — the largest outsourcing cluster outside Metro Manila. Furniture and home decor, concentrated in Mandaue with export plants in Lapu-Lapu, organized by the Cebu Furniture Industries Foundation (CFIF), founded in 1974 and based in Mandaue. Shipbuilding and heavy industry in Balamban. Semiconductor assembly, test and precision components in MEZ and CLIP. Food processing — dried mango, carrageenan and other seaweed derivatives — is a fifth, scattered across Mandaue and nearby towns.

MCIA to MEZ I/II is a 10 to 20 minute drive, but MCIA to Cebu IT Park takes 45 to 90 minutes depending on the hour — the bridges are the bottleneck in the 7:30-9:30 morning peak and the 17:00-20:00 evening peak. Choose the hotel by the next day's district: stay on Mactan for zone and factory calls, stay near IT Park or Business Park in Cebu City for BPO and government meetings.

Vehicles are chartered by the day (usually a 10-hour day with hourly overtime); a 12-seat van is the practical answer for parties of 6 or fewer. A driver does not enter the meeting room or interpret, exactly as in the Clark site visit guide.

Schedule Cebu by district and never cross the bridge twice in one day. The slot template is the same as Clark: 9:30, 11:00, 14:00 and 16:00, with 3 calls comfortable and 4 the ceiling.

Who to meet and how to book: zone offices, the investment center, chambers and industry bodies
Four kinds of counterpart are reachable in Cebu. Zone administrators — MEZ I is run directly by PEZA, while MEZ II, CLIP and IT Park are managed by their developers, each with a leasing and investment contact. The Cebu Investment Promotions Center, under the Cebu City government, handles city-level promotion. Chambers — the Cebu Chamber of Commerce and Industry, the Mandaue Chamber and the Cebu chapter of the Filipino-Chinese chamber — are the fastest route to company lists. Industry bodies — CFIF for furniture, the SEIPI member directory for electronics.
Timing: send an English request letter 2 to 3 weeks ahead with a one-page profile and a statement of investment or purchasing intent covering industry, investment or volume range, floor area or seat count required, and timeline; confirm 1 week out and again the day before. Walk-ins are not seen, and that rule is enforced more strictly in Cebu than in Manila.
