Know what you are buying: material and process drive the price
Cebu's edge is craft and material, not low-cost volume — comparing quotes on "how much for this chair" misreads the region entirely.
Several material lines are documented. Rattan is the historical base, and the weaving and treatment know-how is decades deep locally. Mixed media is the second line: the Cebu exporter Classical Geometry, founded in May 1995, publicly describes a material range that grew from stone craft to rattan, abaca, termite mound, shells, an unusual vine and palm twigs. On recovered materials, Nature's Legacy Eximport in Compostela, founded in 1996 by Pete and Cathy Delantar, is known for its Naturescast process, which binds fallen debris, twigs and other agro-forest waste with water-based binders. Finali Furniture in Mandaue lists stone, wood, resin, indigenous material and stainless steel as its palette.
Three practical consequences. First, changing the weave or the finish changes labour hours and price entirely, so any comparison must fix material and process specifications. Second, much of the output depends on skilled hand work, so capacity does not scale on demand the way stamped metal does. Third, design IP is a live issue here: settle ownership of samples, moulds and patterns in the contract before work starts. The belt: municipality, cluster, industry and fit
Mandaue is the core and the rest are complements; from Mactan-Cebu International Airport the main clusters sit roughly within an hour. Drive times below are common ranges — Metro Cebu traffic is heavy, so the hour of departure decides the real figure.

One media figure to handle carefully: travel and business press has described Mandaue as producing around three-quarters of the country's furniture exports. That comes from press reporting rather than a government statistic — treat it as corroboration that Mandaue is the core, not as a number for your business case. Four kinds of counterparty, four different conversations
Classifying the counterparty matters more than asking for a price: design houses, established export manufacturers, traders and consolidators, and single-process workshops price differently and carry different responsibility.

Finding and booking factories: association, fairs, directories
Build the list through CFIF, meet people in volume at a fair, then visit against the list — that order saves the most time.

About Cebu's own show: CFIF historically ran its own fair (Cebu X / CebuNEXT), usually at the Waterfront hotel in Cebu City, reaching its 21st edition around 2010. Whether a current edition runs should be confirmed with the organiser — do not book flights from old material.

Auditing a craft factory: not the same checklist as electronics
In hand-built furniture the audit is about process stability rather than an equipment list: how far the tenth piece drifts from the first.

Two points matter especially in this category. First, ownership of moulds, patterns and samples belongs in the contract; do not assume whoever paid owns them. Second, if you sell into the EU or the US, ask for legality-of-source evidence on timber at the sampling stage rather than before booking the vessel.
Sampling to production: six numbers to get in writing
Sample lead times, minimum quantities, mould costs and pieces per container vary enormously between Cebu factories, and no verifiable industry-wide figure exists — so get these six in writing from each factory rather than using a number found online.
Put these in the enquiry and require a written reply: (1) sample lead time and sample charge, and whether it is credited against production; (2) the minimum order quantity and whether it is counted per model or per colour and size; (3) mould or pattern cost and who owns it; (4) production lead time and how much peak season before the European and North American buying window extends it; (5) pieces per 40 ft high cube and the volume utilisation — woven and irregular shapes cube out fast, and this number drives landed cost more than unit price; (6) payment terms and currency, and how exchange movement is handled.
Run the sequence in four moves: video walkthrough, then one or two samples, then a small trial order, and only then a frame agreement. When approving a sample, keep a sealed reference sample on both sides and write "conforming to the sealed sample" into the contract. The export side: documents, plant quarantine and the EU rules
The Philippine side runs register, declare, release: the exporter first registers in the Bureau of Customs Client Profile Registration System, files the export declaration through the customs portal, is graded by the E2M system on a green, yellow, orange or red selectivity basis and reviewed by the export division at the port of loading, and after payment receives the Authority to Load. Accreditation of economic zone exporters follows Customs Memorandum Orders 19-2019 and 26-2019.

Three practical notes. First, EUDR application was deferred by amendments in December 2024 and December 2025, and a great deal of English-language material still quotes superseded dates — check the Commission's current dates before signing a European contract. Second, the widely repeated claim that the Philippines bans exports of unprocessed rattan poles could not be verified against a current DENR issuance in our research; if raw material export is part of your plan, get written confirmation from the Department of Environment and Natural Resources, the Forest Management Bureau and the Bureau of Plant Industry rather than relying on the claim. Five ways the trip is wasted, and six things to bring home
One: visiting only Mandaue and assuming that is everything. Cebu City holds long-established manufacturers and design brands, and Compostela holds the recovered-material work. Two: comparing quotes on "price for this model". Without fixed material and process specifications the numbers are not comparable. Three: mistaking a trader for a factory. Without walking raw material to packing you cannot tell which processes sit elsewhere. Four: using an online "industry average" for MOQ and container loading. No such standard exists in this region; confirm factory by factory in writing. Five: booking flights from old fair listings. Confirm whether Cebu's own show runs; PIFS and Manila FAME are the two with published near-term dates.
Bring home six things: (1) a factory-and-municipality table showing the in-house process share; (2) a one-page minute and named counterpart per factory; (3) material and process specifications with sealed sample photographs; (4) written answers to the six numbers; (5) a table allocating responsibility for each export document; (6) a sampling and trial-order schedule with named owners.
