The certificate is granted, the shipment has sailed, and the thing holding it up is a sticker. The label is the only item in the whole product-access chain that the reviewer reads, the customs examiner reads, and the post-market inspector reads again later — and it has to agree with your technical dossier, with the free-sale certificate, and with the authorization you were finally issued. When those disagree, the outcome is rarely a polite request to amend. It is a shipment sitting at the port, or a product treated as unregistered.

Philippines Medical Device Labeling: What Has to Appear on the Label

Philippines medical device labeling must carry the device name and model, the intended use, the manufacturer, the Philippine license holder with a local address, a lot or serial number, expiry or shelf life where applicable, storage conditions, and any sterile or single-use statements. Everything that follows is about how those items survive contact with a real shipment.

Treat the list below as the working minimum, then layer on whatever your risk class and product-specific circulars add:

  • Device name or trade name plus model or catalogue number. It must match the application form, the free-sale certificate and the certificate you are eventually issued — not approximately, literally.
  • Intended use or purpose, unless it is self-evident, and never broader than what the dossier supports.
  • Manufacturer's name and address — the legal manufacturer, not only a contract plant or a repacker.
  • The Philippine license holder — the LTO-holding importer, distributor or authorized representative — with a Philippine address. A label carrying only foreign details fails here every time.
  • Lot, batch or serial number. This is where traceability actually lives; see below.
  • Expiry date or shelf life where the device has one, plus date of manufacture where relevant.
  • Storage and handling conditions, consistent with the stability data you filed — not ambient on the box and 2-8°C in the dossier.
  • Sterility statements. STERILE plus the sterilization method, sterile-barrier warnings, and a do-not-reuse statement or symbol for single-use devices.
  • Warnings, contraindications and precautions.
  • The FDA authorization number (CMDN, CMDR or CPR). Regulated health products in the Philippines are generally expected to show their authorization number on the label or outer packaging; confirm the exact presentation for devices against the requirements in force when you file.
  • Country of origin (Made in ___), which is both a consumer-labeling and an import-marking obligation.
  • Instructions for use, supplied with the device unless it can be used safely without them, and consistent with both the label and the dossier.
  • Symbols used to a recognised standard such as ISO 15223-1, with a key explaining them in the IFU.

Labeling Requirements for Medical Devices in Philippines: Where the Rules Come From

The labeling requirements for medical devices in Philippines sit in three stacked layers rather than in one rulebook: the FDA's statute and device administrative order, the ASEAN Medical Device Directive it implements, and the general consumer-labeling and customs-marking law that applies to any imported product. Read only one layer and you will miss fields.

  • Layer one: the FDA's mandate and the device administrative order. The FDA's enforcement and penalty powers come from RA 9711 (the FDA Act of 2009); device authorization itself runs on the FDA's medical device administrative order — practitioners generally work from AO 2018-0002 — and the circulars issued under it. Circulars are live documents. Scope, the notification-versus-registration boundary and individual label fields can all move, so work from the version in force on your filing date.
  • Layer two: the ASEAN Medical Device Directive (AMDD). The Philippine device regime is built on the ASEAN framework, so the substantive label content — identification, intended use, lot number, expiry, sterile and single-use statements, warnings, symbols — will look familiar if you have labelled for another ASEAN market. What does not travel is the local part: the Philippine license holder and the Philippine authorization number.
  • Layer three: general consumer labeling and import marking. RA 7394 (the Consumer Act of the Philippines) imposes general labeling duties on consumer products, including language and country of origin, while the import declaration and marking side runs under RA 10863 (the Customs Modernization and Tariff Act) and Bureau of Customs rules. A medical device is simultaneously a regulated health product and imported cargo, and both sets of duties apply to the same piece of artwork.

The practical consequence is blunt: the reviewer is reading layers one and two, the examiner at the port is reading layer three, and they are both looking at one label. English, Filipino, and What to Do With a Chinese or German Original Label

Labels and instructions for the Philippine market have to be readable in English; Filipino is also acceptable. A carton printed only in Chinese, Japanese, Korean or German does not become compliant because you filed a translation — the English has to be on the product.

The details that trip people up:

  • Translation is not rewriting. The English wording of the intended use, warnings and contraindications has to line up with the dossier. Reviewers read the label, the IFU and the file side by side; one purpose expressed three ways is three findings.
  • Marketing must not expand scope in translation. A restrained sentence in the original, polished into a therapeutic promise by the local marketing team, moves the product into unapproved-claim territory. Low-risk devices in particular should carry no therapeutic claims at all.
  • Symbols can replace some text, but only when used to a recognised standard such as ISO 15223-1 and explained in a key in the IFU. A symbol with no key reads, on review, as a missing field.
  • The IFU must be in English too. A multilingual page on the manufacturer's website is not a substitute for what ships in the box.
  • Legibility counts. Type too small to read, a sticker sitting over critical text, thermal-printed lot codes that fade to blank in Philippine humidity — all of these are written up in real post-market inspections.

Lot Numbers, Expiry Dates and UDI: How Traceability Is Expressed Here

Traceability on a Philippine device label is carried by the lot, batch or serial number together with the expiry or manufacturing date. The Philippines has not imposed a mandatory UDI carrier and database of the US or EU kind, so a GUDID or EUDAMED identifier is useful but does not substitute for the local mandatory fields.

  • The lot or serial number is not optional. Reusable equipment normally carries a serial number, single-use consumables a lot number. It is the only thing that lets anyone bound a recall, which is why reviewers are particular about its placement and legibility.
  • Expiry follows shelf life. Sterile products, reagent- or biologic-containing products and anything with adhesive or degradable materials generally must carry one; equipment without a shelf-life limit can carry a date of manufacture instead. The date you print has to be supported by real-time stability data — accelerated data supports a provisional claim, it does not replace the real thing.
  • Leave no ambiguity in the date format. DD/MM and MM/DD both circulate in this market, so use YYYY-MM(-DD) or the ISO 15223-1 hourglass and factory symbols with a year and month, rather than inviting an inspector to decide what 03/04 means.
  • Keep your UDI if you already print one. It costs nothing, keeps one global artwork, and helps internal consistency — but do not treat it as the Philippine compliance answer. The Original Label and the Philippine Overlabel Have to Coexist

You add to the manufacturer's label, you do not replace it. The Philippine importer's details, the authorization number and the country of origin go on as an overlabel that must not cover any mandatory information already printed underneath.

There are only four rules, and all four are broken routinely:

  • Cover nothing mandatory. The sticker must not sit over the lot number, expiry, sterility statement, warnings or manufacturer details. The classic failure is choosing sticker size to fit the blank space, which on most cartons is directly over the lot code.
  • Never open a sterile barrier to relabel. Apply to the outer carton or the outer layer of the sales pack. Once a sterile barrier has been handled, that batch is finished as a compliance matter.
  • Use adhesive that survives the climate. Year-round humidity, and condensation on cold-chain goods, lift cheap labels within weeks in a warehouse. What the post-market inspector sees is the bare label after the sticker fell off — and the liability sits with the license holder named on it.
  • State the country of origin clearly. Made in ___ is both a consumer-labeling and an import-marking requirement, and it has to agree with the entry documents.

There is also a question of who, not what: the Philippine name on that label is the party carrying post-market liability — adverse-event reporting, recalls, inspection findings. The Labeling Mistakes That Actually Get Files and Shipments Rejected

The most common labeling rejection is not a missing field. It is a claim printed on the box that the technical dossier and the free-sale certificate never supported. A missing field is a deficiency letter; an over-broad claim reopens what the product is.

  • Claims or intended use beyond the dossier and the CFS. The label names an indication the file does not evidence, or the CFS describes a narrower use. This is the number one killer.
  • Product name inconsistent across documents — label, application form, CFS, ISO 13485 certificate, invoice and packing list, even by a suffix.
  • No Philippine license holder name and address, or one that is not yet effective or has lapsed.
  • Endorsement wording such as FDA Approved, or therapeutic claims on a low-risk device. Printing the authorization number is compliance; implying official endorsement is a violation.
  • Lot number or expiry missing, badly placed, or in an ambiguous format.
  • Symbols used with no key, or symbols that contradict the adjacent text.
  • Artwork submitted as a marketing render rather than the actual print-ready file at actual size. Low-resolution mock-ups get sent back.
  • IFU missing, or not in English.
  • Storage conditions on the label that disagree with the stability data.
  • A design refresh that never went through change control. The product did not change, but the artwork no longer matches the file — which is the same finding.

None of these is hard in isolation. What is hard is keeping four documents literally identical across a forty-SKU catalogue while the manufacturer refreshes packaging, a contract plant moves address, marketing redesigns the carton and the FDA issues a new circular. Most companies do not fail because they misread a rule; they fail because nobody owns version consistency. Relabeling: Which Point in the Chain It Belongs To

Relabeling belongs inside a facility covered by an FDA License to Operate — normally the importer's or distributor's licensed warehouse — and it must be finished before the goods are distributed, not at a retailer and not at an unlicensed third-party warehouse.

Three windows are available in practice, and the earlier one you use, the cheaper it is:

  • 1. At the manufacturer before shipping. Cleanest: the artwork is already final, it is printed on the primary packaging, nothing can peel off, and no local warehouse time is consumed. Suited to established lines with volumes that justify a dedicated print run.
  • 2. In a bonded warehouse before release, where that is permitted. The goods have not yet entered domestic commerce, but confirm both the operational space and the regulatory boundary in advance — do not assume every bonded facility may handle regulated health products.   • 3. After release and before distribution, in the licensed warehouse. The most common option. The critical part is documentation: a relabeling batch record, reconciliation of labels issued against labels applied and destroyed, retained samples, and sign-off by a named responsible person inside the license holder's quality system.

Three boundaries are worth memorising:

  • Relabeling fixes presentation, not substance. Adding importer details, country of origin or English text is legitimate. Using a sticker to add an indication the dossier never contained, or to extend an expiry date, is falsification rather than remediation.
  • Anything that requires a variation cannot be stickered away. A change of manufacturing address, an added production site, a new claim or a name change belongs in a dossier change or a fresh application.
  • Budget the time. Relabeling a consignment typically runs from a few days to two or three weeks, depending on unit count, whether pallets must be broken down and restacked, and warehouse manpower. Products chasing a promotional window are the ones that come unstuck here.

Medical Device Labeling in Philippines FDA Records vs the Box You Actually Ship

If the artwork on the pallet does not match the artwork on file, the FDA treats what you shipped as a different product from the one it authorized — and an unregistered device is the one thing this system has no tolerance for. The cost is not a reprint.

The chain reaction usually runs like this:

  • The product is treated as unregistered or non-compliant. At best, remediation, relabeling or re-export; at worst, seizure and forfeiture.
  • Recall and post-market action. Batches already distributed may have to be recalled and documented, at a cost far above reprinting.
  • Administrative liability lands locally. Under the RA 9711 enforcement framework, penalties, warnings and suspension of the LTO or the product authorization attach to the Philippine entity named on the label, not to the foreign manufacturer.
  • Future filings get harder. An entity with a compliance history is reviewed more closely on renewals and new applications.

There is exactly one way to control this: treat the filed artwork as the master version. Keep a change log recording the date of each revision, what changed, whether the FDA was notified, and the first batch to carry the new version. Artwork refreshes go through regulatory before they go to print — never on marketing's or procurement's signature alone. Simply keeping the product name identical across the application form, the CFS, the ISO certificate, the label and the invoice removes most of this category of incident.

Summary, and the Part Nobody Can Promise You

Compressed to a paragraph: the label is the outward statement of the technical dossier, not a packaging design exercise. Carry every mandatory field, put the English on the product, make lot and expiry traceable, add Philippine details as an overlabel that covers nothing mandatory, relabel inside a licensed facility before distribution, and treat any divergence from the filed artwork as a compliance event rather than a print job.

A few things should be said plainly. Label requirements are revised by FDA circular, so how a category was handled last year does not establish how it will be handled this year.
