How to apply for a PSA birth certificate online: online order or outlet appointment
Getting the PSA security-paper copy has nothing to do with the place of birth; any outlet or listed online channel can handle it. Choose your route first, then prepare the details.
- Online order: the "Online Application" menu on the PSA website lists psahelpline.ph and psaserbilis.com.ph, both of which deliver anywhere in the Philippines or abroad. Enter through the psa.gov.ph menu, not through search ads. Orders are processed only after payment is posted; PSA Helpline orders can be tracked with the 10-digit reference number.
- Outlet: apply at a Census Serbilis Center (CRS outlet). The PSA website states that walk-ins also need an appointment, booked at appointment.psa.gov.ph. In Metro Manila the main outlet is at the PSA Complex on East Avenue, Quezon City; documents applied for there are collected at the same outlet on the date shown on the receipt.
- Other points: the PSA also accepts requests through accredited partners of its Batch Request Entry System (BREQS), such as local government units and mall service points. Check which certificates a point handles that day before you go.
One thing to sort out first: a copy can only be issued if the birth was registered with the local civil registry (LCR) of the city or municipality of birth and the record has reached the PSA database. The PSA website says births should be registered within 30 days. The record the hospital gives you is not a nationally recognised certificate. For the outlet list, booking steps and QR verification, see PSA online applications, appointments and QR verification.
Can someone else collect a PSA birth certificate? Who may apply and what details you need
Yes, but only the categories named by law may apply, and anyone else needs authorization. What you prepare is information, not a stack of documents.
Birth records are confidential under Article 7 of the Child and Youth Welfare Code. Those who may apply are: the person or their authorized representative; the spouse, parents, direct descendants, or the guardian or institution legally in charge of a minor; a court or public official where needed in official proceedings; and, if the person has died, the nearest relative. A representative needs an authorization letter, a Special Power of Attorney (SPA) or a court order; when booking at an outlet, one authorized representative may file no more than two requests. Online channels check identity too: the applicant must be an adult, and the courier checks the recipient's ID before handing over the document.
The PSA website lists ten details for an application:
- the person's full name (first, middle and last);
- the father's full name;
- the mother's full maiden name;
- date of birth;
- place of birth (city or municipality, and province);
- whether it was a late registration and, if so, the year registered;
- the applicant's name and address;
- the applicant's relationship to the person;
- number of copies;
- purpose.
The most common reason for a no-record result is entering the mother's married surname instead of her maiden name; the middle-name field and the late-registration question are also easy to get wrong, and an error usually means the whole order has to be redone.
How long does a PSA birth certificate take? Four stages and the cases that stretch them
There is no standard number of days — follow what the PSA and each channel currently publish. What you can estimate is where the time goes.
- Ordering and payment posting: entirely in your hands; wrong details mean starting again.
- PSA processing and release: depends on whether the record is found, and you cannot speed it up.
- Delivery or queueing: online orders go by courier, longer outside Metro Manila or overseas; outlets depend on the earliest slot you can book, and mall outlets and government-building outlets keep different hours.
- Collection: East Avenue applications are collected at the same outlet on the receipt date; miss your booked slot and that day's appointment is usually void.
What really stretches the timeline: a no-record result from the PSA; a record the LCR holds but the PSA does not, which needs the LCR to endorse it to the PSA; a birth never registered, which needs delayed registration including a posting period of usually around ten consecutive days; or an error in the record that must be corrected first. In any of these cases you cannot plan on normal issuance timing — request a copy once to see the record, then set the rest of your schedule.
What to do if a PSA birth certificate has wrong details: correct first, then order a new copy
Check the PSA birth certificate letter by letter the day you receive it. If something is wrong, correct it first and only then order and authenticate a new copy — never the other way round.
- Administrative correction: clerical or typographical errors and changes of first name or nickname are filed under RA 9048 with the civil registrar where the birth was recorded; sex and the day and month of the date of birth are also handled administratively under RA 10172. Attach at least two public or private documents showing the correct entry.
- Court cases: substantial changes such as surname, year of birth, nationality or filiation usually require court proceedings; consult a practising lawyer on your case.
- After correction: you receive an annotated PSA copy where the original error is still visible with the correction noted beside it.
The most common error in Chinese families is name structure: Philippine forms have a middle-name field that Chinese names do not have, and swapping surname and given name or adding an extra space in the pinyin will make the birth certificate inconsistent with the passport. The Chinese Embassy in the Philippines suggests that for children who will live in China, the name on the birth certificate should be the standard Hanyu Pinyin of the Chinese name. For how to correct, see how to fix a wrong name or sex on a PSA birth certificate. Also note: where the LCR has the record but the PSA does not, the fix is endorsement, not registering again; two registrations for one person usually require court proceedings.
What to do before using a PSA birth certificate in China: apostille and translation
For use in mainland China, a PSA birth certificate needs only a Philippine DFA apostille; since 7 November 2023 the Chinese Embassy in the Philippines no longer legalizes such documents. A translation is prepared separately as the receiving office requires.
- Confirm the spelling: fix any errors first (see above).
- Ask the receiving office in China first: paper security copy or e-certificate, whether an electronic apostille is accepted, what form of Chinese translation, and how recent the issue date must be. Get it in writing if you can.
- Apostille under current DFA rules: the DFA's requirements page states that PSA birth, marriage and death certificates and CENOMARs are ordered through the dedicated apostille channel of PSA Helpline, and that for newly registered records the LCR copy must be certified by the PSA. From 16 March 2026, PSA e-certificates going to Convention members receive only an electronic apostille, sent by email, which becomes invalid if printed and submitted.
- Translation: an apostille does not include a translation. If the translation is simply attached, it can be done in parallel with the apostille; if it must be bound with the original and apostilled together, it has to be notarized before going for apostille.
Apostille offices, consulates, schools and household-registration counters often each keep an original, and photocopies cannot replace security paper, so order several copies at once according to your uses. For the prerequisites for apostilling each type of document, see how to apostille Philippine birth and marriage certificates.
Do it yourself or hire help: which steps need you personally, which can be delegated, and what to ask first
A PSA birth certificate does not require you at the window — anyone eligible or authorized can request it. What you or the parents cannot hand off is checking the details, signing the authorization and confirming the purpose.
Steps you (or the parents) must do:
- provide and check the ten details, especially the mother's maiden name and the middle-name field;
- sign the authorization letter or SPA, naming the representative and how far the authority goes;
- for online orders, have the named recipient sign for the delivery with ID;
- check the document letter by letter, and have an eligible person file any correction at the civil registry;
- ask the receiving office in China whether it wants paper or electronic, and what translation.
Steps you can delegate: placing the order or booking through official channels, collecting with authorization, accompanying you to the outlet, and lining up the apostille and translation. One authorized representative can file at most two requests per outlet appointment, so a family ordering several should plan who represents whom.
Questions to ask before you delegate:
- Are they using the channels listed in the psa.gov.ph menu, or an unknown website?
- What scope and duration does the authorization they ask you to sign cover?
- Does anyone offer to "jump the queue" or "skip the appointment", or ask for the one-time code sent to your booking email? Refuse outright.
- Will they check the mother's maiden name, the middle-name field and late-registration status before ordering?
- How will they handle a no-record result or a needed correction, and do they make clear that issuance is decided by the PSA and the civil registry?
Some people online describe "buying a birth certificate" as getting one without registration. That is falsifying a civil registry document and will taint every later step — passports, household registration, school enrolment. If a birth was never registered, the proper route is delayed registration at the LCR of the place of birth.
