PSA Online Appointment, Online Requests, Reference Number Tracking and QR Code Verification: The Official Channels Checked

The official PSA website is psa.gov.ph: the online request, appointment and verification channels it lists

The Philippine Statistics Authority's official website is psa.gov.ph; reach every other channel through its Civil Registration menu rather than through search ads. The table below lists the channels we checked one by one on the psa.gov.ph menu and pages in September 2026:

Two points to note:

• psahelpline.ph and psaserbilis.com.ph are not gov.ph domains, but both are online channels that the PSA website itself lists. The test is not whether a site ends in gov.ph but whether you reached it from the psa.gov.ph menu. Search results also show information and fixer sites with PSA in their names; we do not assess each one, but formal requests and payments should go only through the channels above.
• everify.gov.ph is the verification platform for the National ID, not for PSA birth or marriage certificates. PSA press releases list it among National ID quick links, so do not confuse the two.

Use official contact details too. The PSA appointment gateway page lists these channels for civil registration concerns: telephone (02) 8461-0500 local 605, and email [email protected], [email protected] or [email protected].

Which documents the PSA issues, what SECPA security paper is and where each document is used are covered in PSA birth, marriage and CENOMAR requests, so we will not repeat them. This guide deals only with which channel to use, how to book, how to track and how to verify.

A practical habit that saves trouble: bookmark psa.gov.ph and the channels above on the device you will use, and start every request from those bookmarks. Many problems people report, from paying the wrong site to handing personal data to an intermediary, begin with a search result that looked official.

Requesting PSA documents online: what PSA Helpline and PSA Serbilis offer, and who may request

Both official online channels let you request birth, marriage and death certificates, CENOMAR and CENODEATH online, for delivery within the Philippines or abroad, though their extra features differ. The "Through the Web" section of the PSA birth certificate page lists exactly these two sites. Based on their pages in September 2026:

• PSA Helpline (psahelpline.ph) offers certificates on security paper delivered nationwide or internationally, pickup at designated locations, and the digital PSA E-Certificate. The site says requesters must be of legal age. A February 2025 PSA press release says PSA Helpline's Authorized Person to Receive feature is now integrated with the National ID system for online identity verification, and that the National ID can serve as valid proof of identity for authorized recipients.
• PSA Serbilis (psaserbilis.com.ph) offers online requests with domestic and international delivery. It also offers a viewable online copy, accessible for 60 days with an access code, which is processed only once paid in person at a PSA outlet. If the PSA has told you to go through endorsement at your Local Civil Registry (LCR), you can fill in an electronic endorsement request form on the site free of charge, print it, and present it to the LCR with the PSA's negative certification.

Who may request. Birth records are confidential under Article 7 of the Child and Youth Welfare Code, which the PSA birth certificate page quotes: the person or anyone they authorize; their spouse, parents, direct descendants, or the guardian or institution legally in charge of a minor; a court or public official where absolutely necessary in administrative, judicial or other proceedings; and, if the person has died, the nearest of kin. PSA Serbilis adds that in some cases proof of relationship, such as an authorization letter, special power of attorney or court order, must be shown on release.

Information to prepare. The PSA birth certificate page asks for the person's full name, the father's full name, the mother's full maiden name, date of birth, place of birth (city or municipality and province), whether the birth was registered late (and if so, the year), the requester's name and address, relationship to the person, the number of copies and the purpose. The CENOMAR page asks for similar details. Spelling must match the registered record exactly, so check old documents if you are unsure.

Practical points for online requests:

1. Fees, delivery times and payment channels are whatever the order pages currently show; we do not list them here.
2. PSA Helpline's status guide says the courier will ask to see your ID before releasing the documents, so have it ready.

PSA online appointment for walk-in services: the nine booking steps

Walk-in services at PSA Civil Registry System (CRS) outlets require an online appointment, booked through appointment.psa.gov.ph. The PSA birth certificate page says in so many words, "Appointment is Required for Walk-In", and gives that address. It opens the "PSA Online Appointment Systems" page; the "Civil Registration Service Appointment System" button then takes you to the booking site at crs-appointment.psahelpline.ph. That site lists nine steps, in English and Filipino (checked September 2026):

1. Read the steps, the privacy notice and the important reminders.
2. Select the purpose of the appointment. Requests involving a Court Decree or Legal Instrument must be booked at the East Avenue outlet in Quezon City.
3. Select the PSA CRS outlet and read its reminders.
4. Enter the full name, active email address and mobile number of the appointee, meaning the person who will transact in person. The system sends a one-time PIN to the email address.
5. Verify the one-time PIN.
6. Select the type of document or certification. If requesting for someone else, select your relationship and enter the document owner's details. An authorized representative may file no more than two application requests.
7. Select the date and time.
8. Review and confirm. A copy of the appointment is emailed to the appointee and must be presented on the day.
9. Arrive a few minutes early with completed application forms, valid IDs and, where needed, an authorization letter, special power of attorney or affidavit.

Practical notes:

• The gateway page says the PSA uses an external service provider to maintain the appointment system, and that the data you give is used only to operate it.
• For outlet addresses, see the CRS Outlets directory under "Directory" on the PSA website. The birth certificate page also says documents applied for at the East Avenue outlet are released at the same outlet on the date shown on the receipt.
• A PSA advisory of August 2023 notes that besides its outlets, the PSA accepts requests through accredited Batch Request System (BREQS) partners, such as local government units and malls.
• Foreigners usually present a passport as the main ID; whether a second ID is needed depends on the outlet on the day. For common IDs, see valid IDs for foreigners in the Philippines.

If you cannot get a slot, try a nearby outlet, another date, or an online channel. Ignore anyone offering to help you jump the queue or skip the appointment, and never share the one-time PIN sent to your email.

PSA reference number tracking online: where each channel lets you check status

For PSA Helpline orders, enter your 10-digit reference number at self-service.psahelpline.ph/check-status; for PSA Serbilis orders, use the Check Status button on its home page. For walk-in requests, go by the release date on your receipt.

PSA Helpline. The status page asks for your 10-digit reference number and lets you add more than one. It lists these stages:

1. Waiting for payment: the order has been accepted and will be processed once payment posts.
2. Paid: the order is being processed.
3. Released at the PSA: it will be dispatched to the courier, and you will be notified when it is on the way.
4. Out for delivery: have your ID ready, as the courier will ask to see it; a tracking link is provided.
5. Delivered.

The site lists its customer service line as (02) 8737-1111 and its email as [email protected] (as shown in September 2026).

PSA Serbilis. A Check Status button at the top of the home page opens a box asking for your reference number. The home page also lists inquiry numbers staffed from 8:00 AM to 5:00 PM on weekdays; rely on what the site currently shows.

Your appointment confirmation is not a tracking number. The appointment copy emailed after booking is what you show on the day; it does not track a document request.

Common situations when tracking:

• Stuck at "waiting for payment": usually the payment has not posted yet. Check that the reference number on your payment matches the order.
• No record found at the PSA: the birth or marriage may not have been properly registered at the time, or the local record may not have reached the PSA yet. • An Advisory on Marriages instead of a CENOMAR: a July 2022 PSA press release explains that a CENOMAR is issued only if no marriage record appears in the national marriage indices; otherwise an Advisory on Marriages is issued. If a court decision has not yet been annotated on the record, see annotating PSA records after annulment.

Keep your reference number, proof of payment and appointment email safe, and do not send them to unknown accounts offering to "check your status". If someone helps you track an order, give them the reference number only, never your account password or one-time codes.

PSA QR code verification: security paper features and the PSA e-Verification app

Newer PSA documents carry a QR code on every page; scan it with the PSA e-Verification app and check that the details shown match the paper. An older document without a QR code is not automatically fake. The basis for each point:

• Security paper features: PSA press release 2022-297 (July 2022) announced that, with the Civil Registry System IT Project Phase II (CRS-ITP2), documents on security paper (SECPA) would carry a QR code on every page as a means of verifying authenticity, plus a unique transaction number per document, a serial number, and a Birth, Marriage or Death Reference Number (BREN, MREN or DREN) as applicable.
• The verification app: PSA press release 2022-300 (August 2022) launched the PSA e-Verification Mobile App: a stand-alone app that works offline and uses public-key encryption to confirm authenticity by scanning the QR code printed on the SECPA, free for the public and, at launch, for Android only. A PSA advisory of August 2023 said it could be downloaded free from Google Play and the Apple App Store. The PSA menu currently links to the Android download; for other platforms, go by what the PSA currently publishes.
• Privacy: the app's privacy notice on the PSA website (updated 15 July 2026) says QR data is processed only for the verification itself and nothing from the scan is stored afterwards.
• No QR code does not mean invalid: the PSA advisory of 31 August 2023 said PSA Serbilis and PSA Helpline were then still on the Phase I system, so their documents had no QR code, and that documents without a QR code, whether from outlets, BREQS partners or those two online channels, including birth, marriage and death certificates and CENOMAR, are all valid for transactions with government agencies and private institutions. PSA Helpline's website now says it provides QR-coded certificates.
• E-Certificates: in late February 2026 the PSA launched the PSA E-Certificate, requested through PSA Helpline. The Philippine Information Agency reported that each certificate is a digitally signed PDF with a QR code on its cover page so that banks, schools and government agencies can validate it immediately, and the Philippine News Agency reported the National Statistician's assurance that it carries the full legal weight of a traditionally issued document. Check first that the receiving institution accepts the digital version.

To check a PSA document someone has given you, for example an employer checking a birth certificate or a partner checking a CENOMAR before marriage:

1. Download the e-Verification app from the link in the PSA website menu.
2. Scan the QR code and compare each detail shown with the paper.
3. Check that it is PSA security paper with a serial number and a transaction number.
4. If doubts remain, have an eligible requester obtain a fresh copy through an official channel, delivered straight to an agreed address.

Do not upload document photos to so-called PSA verification sites that turn up in search results. Where a document appears forged and a marriage or identity dispute is involved, consult a licensed lawyer about your situation; this article is not legal advice.

When foreigners in the Philippines need PSA documents, and using them abroad

Foreigners rarely have PSA birth records of their own, but marrying a Filipino, having a child in the Philippines, annotating a marriage record or handling papers for Filipino family members almost always involves PSA documents. The usual situations:

• Marrying a Filipino: the PSA marriage certificate issued after registration is the base document for a spouse visa, a change of surname, and updating bank and insurance records. • Proof that a Filipino partner is single: this is the PSA CENOMAR. If a marriage record exists, the PSA issues an Advisory on Marriages instead.
• A child born in the Philippines: once the birth is registered, the PSA birth certificate is the starting point for the child's passport, schooling and any registration in your home country; see having a baby in the Philippines as a foreigner and registering a Philippine-born child in China.
• After a declaration of nullity or annulment: the PSA record must be annotated, or the marital status on paper will not change; see PSA annotation after annulment.
• Errors in the record: a misspelled name or a wrong sex or date must be corrected before you request new copies; see correcting a PSA birth certificate.

Using PSA documents abroad. For use in China or another country, a PSA document usually needs an apostille from the Philippine Department of Foreign Affairs first, then a translation that meets the destination's rules; see how to apostille PSA documents.
