How to Get PSA Documents in the Philippines: Birth, Marriage and CENOMAR Requests, Outlets and Appointments

Three routes to a PSA document: online, walk-in by appointment, or through an authorised requester

Choose the route first, then worry about paperwork.

• Route 1, order online. The PSA website lists two channels under Online Application: psahelpline.ph and psaserbilis.com.ph. PSA Helpline delivers security paper documents anywhere in the Philippines or abroad, offers pickup at designated locations and issues the electronic certificate; its site says requesters must be of legal age. PSA Serbilis offers online requests with domestic and international delivery, plus a copy viewable online for 60 days with an access code, which is only processed once paid for in person at a PSA outlet. The PSA also notes that requests made by post or email are returned to the applicant by post.
• Route 2, go to an outlet. Walk-in requests are handled at Census Serbilis Centers, known as CRS outlets, and the PSA states plainly that walk-in service requires an appointment, booked at appointment.psa.gov.ph. Documents requested at the East Avenue outlet are released at that same outlet on the date printed on the receipt.
• Route 3, have someone else request it. Birth records are confidential, so not everyone may request one. Whether you can delegate, and what authorisation you need, is covered in section five, and that rule decides more cases than any document checklist.

One distinction worth drawing early: a CENOMAR is issued only when no marriage record is found. If a record exists, the PSA issues an Advisory on Marriages instead. Asking for a CENOMAR does not decide which document you receive; the record does.

The PSA application process: from filling in details to holding the SECPA security paper

Whichever route you take, the chain is the same: gather the details, book or order, pay, prove who you are, and receive the certificate printed on SECPA security paper.

The outlet route. The appointment site lists 9 steps (checked September 2026; the page runs in English and Filipino):

1. Read the steps, the privacy notice and the reminders.
2. Select the purpose. Requests involving a Court Decree or a Legal Instrument must be booked at the East Avenue outlet in Quezon City.
3. Select the CRS outlet and read its own reminders.
4. Enter the full name, working email address and mobile number of the person who will appear in person. The system emails a one-time PIN.
5. Enter the PIN to verify.
6. Select the document type. Requesting for someone else means selecting your relationship and entering their details; an authorised representative may file no more than 2 requests.
7. Select a date and time slot.
8. Review and confirm. The appointment is emailed and must be shown on the day.
9. Arrive a few minutes early with completed forms, valid IDs and, where needed, an authorisation letter, special power of attorney or affidavit.

The online route: reach the channel from the psa.gov.ph menu, place the order, pay, track it with the reference number, then receive delivery or collect it. PSA Helpline orders are tracked at self-service.psahelpline.ph/check-status with a 10-digit reference number, moving through waiting for payment, paid, released at the PSA, out for delivery and delivered; the courier checks the recipient's ID before handing anything over. PSA Serbilis orders are tracked from the Check Status button on its home page. An appointment confirmation is not a tracking number; it only gets you through the door.

One step many people skip: newer security paper carries a QR code on every page, plus a transaction number unique to each document, a serial number and a birth, marriage or death reference number as applicable, all verifiable with the PSA e-Verification app. An older document without a QR code is not a fake. Where to apply: CRS outlets in Metro Manila and the appointment gateway

Collecting a PSA copy has nothing to do with where the birth or marriage happened; any CRS outlet can process the request. What is tied to a place is the registration itself, which belongs to the Local Civil Registrar of the city or municipality where the event occurred.

The right order for finding an outlet is 3 steps:

1. From the psa.gov.ph menu, open Directory and find the CRS Outlets listing. The PSA groups outlets into separate tables for Metro Manila, Luzon, the Visayas and Mindanao; section four below copies the Metro Manila table.
2. Once you have chosen an outlet, book at appointment.psa.gov.ph. No slots? Try a nearby outlet, another date, or switch to an online channel.
3. On the day, bring the appointment confirmation, your completed forms and valid IDs. Ignore anyone offering to help you skip the queue or the booking, and never pass on the one-time PIN sent to your email.

Three easy mistakes. First, besides its own outlets the PSA accepts requests through accredited Batch Request System partners, such as local government units and service points in malls, so confirm which documents a given partner handles that day. Second, outlets relocate and new ones open, so check the directory again before you leave rather than copying an address off a third-party site. Third, outlets outside Metro Manila are not listed here; rely on the current CRS Outlets directory. PSA addresses: the seven Metro Manila outlets on the official directory

The table below copies the Metro Manila outlets published on the CRS Outlets directory page of psa.gov.ph, checked on 18 September 2026. Check the current directory again before you travel.

Four things to notice. First, East Avenue is the central outlet and the only one the PSA names for court decree and legal instrument requests, so book it directly for those rather than queueing elsewhere. Second, anything requested at East Avenue is released at East Avenue on the date shown on the receipt. Third, the PSA does not publish a phone number for every outlet; where the table says not listed, there genuinely is none, so do not dial a number you found on a third-party site. Fourth, for general civil registration enquiries, the appointment gateway page lists telephone (02) 8461-0500 local 605 and the email addresses [email protected], [email protected] and [email protected].

Outlets outside Metro Manila are whatever the current directory says.

Who may request: birth records are confidential, and not everyone qualifies

Birth records in the Philippines are confidential under Article 7 of the Child and Youth Welfare Code, and only listed categories of people may request one. The PSA lists 4 categories:

1. The person named on the record, or anyone that person authorises;
2. The spouse, the parents, direct descendants, the guardian of a minor, or the institution legally charged with the minor's care;
3. A court or public official where it is genuinely necessary, in administrative, judicial or other official proceedings, to establish the parentage or circumstances of the birth;
4. The nearest of kin, where the person named has died.

Day to day, that rule has 3 consequences:

• Requesting for a spouse is fine; requesting for a friend is not. Spouses are on the list; friends, colleagues and employers are not. An employer who needs to check an employee's birth certificate should ask the employee to request a copy, not go around them.
• Authorisation has to leave a paper trail. At an outlet appointment an authorised representative may file no more than 2 requests, and release may require proof of relationship such as an authorisation letter, a special power of attorney or a court order. Bringing the marriage certificate and both parties' IDs beats explaining yourself at the counter.
• Online channels verify identity too. PSA Helpline's authorised recipient feature is integrated with the national ID system for online verification, and the courier checks the recipient's ID before release.

One more thing, since people keep asking: anything online that presents "buying a birth certificate" as obtaining one without a registration is describing forgery of a civil registry document, and it contaminates every later step that relies on that paper. Get these ten items right first, because that is where requests fail

A PSA request turns on whether the details match the record, not on who you know. For a birth certificate, the PSA lists exactly 10 items to supply:

1. The child's complete name (first, middle, last);
2. The father's complete name;
3. The mother's complete maiden name;
4. The date of birth (month, day, year);
5. The place of birth (city or municipality, province);
6. Whether the birth was registered late, and if so the year of registration;
7. The requester's complete name and address;
8. The requester's relationship to the child;
9. The number of copies needed;
10. The purpose of the certificate.

Marriage certificate and CENOMAR requests follow a similar structure, substituting the parties' names, dates and places. The entries that actually derail requests are these:

• The mother's maiden name. Entering her married surname means the search finds nothing.
• The middle name field. Philippine forms have one; Chinese names do not work that way. A reversed surname and given name, or one extra space in the romanisation, is enough to miss the record.
• Late registration. If the record was registered late, a wrong year here returns an empty result.
• Number of copies. Apostille processing, consulates, schools and registration offices each tend to keep an original, and photocopies do not substitute for security paper.

If every detail is right and the PSA still has no record, the problem sits upstream: a birth that was never registered goes through delayed registration, while a record the LCR holds but never transmitted goes through endorsement.
