What each step involves
- Obtain the issuing agency's official version. PSA versions for civil registry documents; the official NBI version for clearance; school or regulator certification for academic records; an agency-certified copy for corporate papers. Your own photocopy, a scan, or a company-stamped certified true copy will not be accepted.
- Complete the prerequisites. Private documents such as powers of attorney and affidavits need notarisation by a lawyer plus a Certificate of Authority for a Notarial Act from the supervising Regional Trial Court. Diplomas and transcripts need the education regulator's certification first.
- File with the DFA. Physical documents go through an online appointment. PSA electronic certificates and CHED electronic credentials have been processed fully online since 16 March 2026, issued as electronic apostilles sent by email.
- Translate and deliver as the destination requires. An apostille certifies origin only; many receiving bodies want the certificate and an official translation.
Why step two is the trap
Because it is not contained in the word "apostille", so people assume they are ready. What step 2 involves depends entirely on the document type — there is no universal checklist.
Private documents need 2 actions: notarisation by a commissioned lawyer, then a CANA from the supervising Regional Trial Court confirming the notary was commissioned on that date. Notarising and then missing the court certificate is the most easily overlooked return reason.
Academic records also need 2: basic education, higher education and technical-vocational records go to different regulators, and certification must come before apostillisation.
Foreign nationals have one more: per the DFA Authentication Division FAQ, employment-related documents require the DOLE Alien Employment Permit and the BI ACR I-Card.

Three practical rules
Do not reverse the direction. Philippine documents are apostillised here for use abroad; foreign documents are apostillised at home, and Manila adds nothing.
Online appointments only. DFA authentication counters have accepted online appointments only since 1 December 2024, and a returned file needs a fresh booking. Filing points are the Office of Consular Affairs counters in Aseana, Parañaque, and designated consular offices; the confirmed venue is whatever your appointment email says.
You do not have to appear in person. A representative may file and collect with a signed authorisation letter, a copy of the owner's signed ID and their own ID in original and copy; company representatives add proof of affiliation, and a minor's documents need the parents' original special power of attorney.
