One stage or two
One stage applies when the destination is a convention state and the document is a covered type: obtain the official version, complete prerequisites, DFA apostille, then translate and deliver.
Two stages apply in only 3 situations: the destination is not a convention state; the destination objected to the Philippines' accession (the DFA FAQ names Finland and Germany); or the document is outside the Convention — documents executed by diplomatic or consular agents, and administrative documents dealing directly with commercial or customs operations.
Make this determination first. Planning from pre-2023 guidance does not just pad your schedule; it exposes you to a quote containing a charge for a step that no longer exists.
Stage by stage
Obtaining the official version. PSA online requests have delivery cycles, walk-in counters have queues, and the NBI, schools and regulators run at their own pace. Usually the longest stage.
Prerequisites. Notarised private documents still need the court's CANA; academic records need regulator certification, and the higher-education electronic credential takes roughly 7 working days when the file is clean.
The DFA apostille. The official FAQ states regular and expedited processing at 5 and 2 working days, subject to current publication — the fastest stage, though the appointment date is added on top, since counters have been appointment-only since 1 December 2024.
Consular legalisation, if it applies. Unpredictable, because queueing rules, booking and requirements are all set by the embassy and vary widely by country. Ask that embassy directly rather than inferring from someone else's experience.

Plan backwards, then run two checks
Fix 4 points from the deadline backwards: the recipient's deadline, translation and delivery, the apostille stage including the appointment, then prerequisites and retrieval. If a second stage applies, insert the embassy between apostille and translation and give it the widest buffer of all.
Check one: are you ordering too early? The apostille has no expiry but the underlying document does. NBI clearance and CENOMAR age, and many receiving authorities require civil registry documents issued within 3 or 6 months.
Check two: is there room for one return? Most missed deadlines are discovered 3 days out, and re-filing needs a fresh appointment.
Two hard rules: uncollected apostilles are destroyed 3 months after the scheduled release date; and since 16 March 2026 PSA electronic certificates and CHED electronic credentials for convention states are issued by email only, with printed copies invalid for submission.
