The short answer: update in order of dependency
Think of your records in three layers. The identity layer is the Bureau of Immigration: your visa and your ACR I-Card. The employment layer is your employer's HR file and, for work visa holders, your labor permit. The daily-life layer is everything else: tax identification, social security, health insurance, housing fund, banks, driver's license, telecom registration and insurance policies.
Offices in the lower layers usually verify you against documents from the layer above. A bank that sees a new passport number but an ACR I-Card still showing the old one may refuse the update, or worse, accept it and leave you with two inconsistent records that you will have to explain again next year.
So the practical sequence is simple. As soon as the new passport arrives, file the visa transfer and the ACR update. Once you have the new immigration documents, or at least an official acknowledgment that the update is in process, take that set to everyone else. Ask each office in advance whether it accepts an acknowledgment while the card is being reissued.
The real risk is not forgetting one office. It is finishing half the job, so that some institutions hold the new number and others the old one. Before you start, make a simple table listing every institution, the old number, the new number and the date you filed. Tick each one off as it is confirmed.
Timing matters too. If your visa extension, annual report or exit clearance is due within the next few weeks, tell the immigration counter when you file the transfer, because a pending transfer can affect what documents you are asked to bring for those other transactions. Build your schedule around the immigration deadlines first, and fit everything else around them.
Layer one: when is the immigration side actually done?
You are finished with immigration only when you have two things: the visa recorded against the new passport, and an ACR I-Card that reflects the new passport details (or proof that the card update has been filed). One without the other still leaves a mismatch further down the line.
The documents, counters and sequence for the transfer are explained in the visa transfer guide, so they are not repeated here. Two points are often missed. First, keep the old passport. It carries your entry stamps and the original visa, and it may be asked for later; see whether to keep your old passport. Second, if your visa is close to expiry while the embassy still holds your passport for renewal, you are dealing with a different problem: keeping both tracks alive at once. That situation is covered in passport renewal in progress, visa expiring.
If family members hold dependent visas attached to yours, ask at filing whether their records also need updating when the principal holder changes passports. Do not wait until their next extension to find out.
Once immigration is done, scan the new passport data page, the visa page and both sides of the ACR I-Card. Every other office will ask for them.
If your name spelling changed together with the passport number, the transfer may need extra steps to explain the discrepancy. Our visa and HR team can tell you which supporting documents usually close that gap, subject to current Bureau of Immigration requirements.
Keep a copy of every receipt and acknowledgment slip that immigration issues during the transfer. Several of the later offices will accept an official acknowledgment while the new card is being printed, but only if you can produce the original slip together with the new passport.
Layer two: make sure your employer stops using the old number
If you hold a work visa, your employer's HR team or its agent prepares your renewals, annual reports and labor permit paperwork. If their file still shows the old passport number, the next filing will contain inconsistent data, and it is you who will be asked to explain it at the counter.
Send HR the new passport, visa page and ACR I-Card copies by email, and ask them to confirm in writing that your personnel file has been updated. Ask also whether your Alien Employment Permit needs a separate amendment for the passport change. Whether it does depends on current Department of Labor and Employment requirements, which the company's agent should know.
Do this in writing, not in a hallway conversation. HR staff and agents change. A dated email is your proof that you notified the company, which matters if a renewal is later rejected because the company filed old data.
If you are also changing employers at the same time, separate the two processes clearly. You do not want the old employer cancelling permits under your old number while the new employer files under the new one. If a former employer refuses to cancel your permit, see what to do when a former employer will not cancel your AEP.
Freelancers and long-stay residents without an employer can skip this layer entirely.
It also helps to ask HR which other internal systems carry your passport number, such as payroll, travel booking, building access and company insurance. Large employers often have the number stored in four or five places, and HR updating only the main file is a common reason the old number keeps reappearing on later documents.
Layer three, part two: banks, the LTO, telecoms and insurance
Banks are where people get stuck most often. Know-your-customer rules require valid identification, so an account may face restrictions once the old passport expires and until you update your profile. Many transfer and remittance functions also check the ID number on file. Update the bank early, but after immigration. Bring both passports, the updated ACR I-Card and proof of address, and ask whether you need to sign a new customer information form. General account requirements are covered in opening a personal bank account.
For your driver's license, the LTO checks your identity details at renewal. If your name spelling also changed, deal with it early; see when your license and passport names do not match.
For your mobile number, SIM registration was done with your passport. Some carriers ask you to update the registration after a passport change, and failing to do so can block SIM replacement or porting. E-wallets tied to that number may need the same update.
For insurance and HMO plans, a mismatch between the policy and your current ID can slow a claim. Notify your insurer or agent in writing while you are updating everything else.
Leases, schools and clubs can simply be given the new details at the next renewal.
If you hold accounts at more than one bank, update all of them in the same week rather than waiting for each to ask. Banks run periodic reviews and may freeze outgoing transfers when they find an expired document on file, and lifting a review hold usually takes longer than a routine update would have. Credit card issuers attached to those banks may need the same update separately.
Four common mistakes, and where Yixing can help
Mistake one: going to the bank before immigration. The bank accepts the new number, immigration still shows the old one, and every later check needs an explanation.
Mistake two: assuming nothing needs updating because the TIN and SSS numbers stay the same. The numbers stay; the passport details on file do not.
Mistake three: applying for a new TIN or SSS number because of the new passport. That creates duplicate records that are slow to merge.
Mistake four: throwing away the old passport. It is evidence of your entries and your original visa and may be requested by immigration or other offices.
A checklist you can copy: visa transfer, ACR I-Card, employer HR file, labor permit if required, TIN, SSS, PhilHealth, Pag-IBIG, banks, e-wallets, driver's license, SIM registration, insurance. For each, note the old number, the new number, the filing date and the status.
Yixing handles the first two layers: visa transfer, ACR I-Card updates, coordinating labor permit changes with your employer's agent, and assessing what extra documents are needed when a name spelling changed. Yixing is SEC-registered (CS202009551), holds Bureau of Immigration Accreditation No. CA-202624381-1 (valid until 30 June 2027) and DOLE accreditation. Reach us through our visa and HR services. Each office's exact forms and procedures follow its current rules.
One last practical tip: keep a single folder, paper or digital, with both passports, the immigration acknowledgments and every confirmation you collect along the way. The next time any office questions a mismatch, you can show the whole chain in one sitting instead of reconstructing it from memory months later, when the details are harder to prove.
