Take stock first: what do you actually have?
Check three things: the old passport, the embassy acknowledgment slip, and copies of your passport and visa pages. They decide which step is open to you now.
First, was the old passport really taken in? Many people assume that a renewal in progress means the passport is gone. Practice differs between missions and over time, and some only collect the old passport when the new one is released. If you still hold it and it is still valid, the problem is much simpler: extend on it now. If it is refused for short validity, see passport validity too short for an extension.
Second, the acknowledgment slip. It proves that your passport is being renewed and when you filed. It usually carries a reference number and collection information. Photograph it and carry the original.
Third, copies or photos of the old data page, the latest arrival stamp, the last extension endorsement or receipt, and your alien registration card if you have one. Many people forget to keep copies before filing. Look in your phone gallery, in emails to your HR or agent, and in copies you once gave a bank or landlord.
If you have none of the three, ask the embassy to look up your filing and think about what retrievable details the Bureau may hold, such as a previous extension receipt number. Replacing lost Bureau papers is covered in lost BI order or receipt.
Put whatever you find into a single envelope or folder today. Over the next week you will carry the same set of papers between two institutions, and the people who lose time are the ones who rebuild that set from scratch at every visit.
Go to BI before the expiry date: the aim is a record, not necessarily an approval
Appearing before the expiry date to explain is far better than turning up afterwards, even if the counter cannot accept a filing on the spot.
Bring the slip with a copy, copies of every used page of the old passport, your registration card and a completed extension form. Say three things clearly: the date your stay expires; that your passport is being renewed at the embassy, with the slip as proof; and that you came today to learn what to do until the new passport is released.
Several answers are possible. You may be allowed to file with the slip and copies. You may be told to return with the new passport and be told how the interval will be handled. Or you may be given another instruction. Offices and periods differ, so do not argue from someone else's story online. Follow the officer in front of you and ask for the instruction in writing if possible, such as a note on your form or a dated stub.
If the answer is only oral, record the date, time, counter number and words used, and write a short memo as soon as you leave. Its purpose is simple: if anyone later asks why no extension was filed by the expiry date, you can show that you appeared and explained beforehand.
Which office you visit matters too; see what each BI office can accept. If two offices each send you to the other, read when head office and a branch keep sending you back and forth.
Go early in the day and early in the week if you can. A visit made on the last afternoon leaves no room for a second attempt at another office.
At the same time, tell the embassy your deadline and ask three questions
The embassy does not know when your Philippine stay expires unless you say so. Whether it can speed things up or issue a certificate is something you only learn by asking.
First, can collection be brought forward? State your expiry date and provide whatever shows urgency. Whether an expedited arrangement exists and applies to you is for the embassy to decide under its current rules.
Second, can the embassy issue a document confirming that the passport is being renewed, or is the slip considered enough? Sometimes a counter at the Bureau prefers something more formal than a slip.
Third, if the old passport is being held and you urgently need it for an extension, is there any way to use it? Practice varies by post, so do not assume the answer.
For Chinese citizens, booking, documents and collection are explained in Chinese embassy passport renewal guide, and office hours and contact channels in Chinese embassy and consulate addresses and hours. Other nationals should contact their own missions.
Keep one thing in mind. The embassy handles passports and has no role in your Philippine visa. The Bureau handles your stay and has no role in your passport. Neither will coordinate with the other for you. The only link between them is you, or someone you authorize. So write down what each side says and carry it to the other.
Be factual and brief with consular staff. A clear statement of the expiry date with the stamp page attached does more than a long account of how stressful the situation is.
If the stay already expired during the gap: what to do the day the passport arrives
Do not rest once the new passport is in hand. Go to the Bureau that day or the next working day with everything and explain the gap with evidence.
Bring the new passport, the cancelled old passport, the embassy slip or its copy, whatever record you obtained or wrote when you appeared earlier, and the extension form. Add a short written statement: when the passport was filed for renewal, when it was collected, when the stay expired, when you visited the Bureau beforehand and what you were told. It can be done as an affidavit if needed; see how to prepare an affidavit.
The outcome depends on how the Bureau classifies your situation. It may be handled as a normal continuation, or charges for a lapse may be assessed. This guide does not predict which. Only two things are within your influence: whether you appeared before expiry and left a record, and whether you came immediately after collecting the passport. With both in place, your explanation holds together.
If the gap has run long, more steps may be involved. The order of work after a tourist stay lapses is in 9A tourist visa expired. Do not leave the country in the meantime, and do not accept any offer to have a stamp arranged for a fee.
For connecting the old passport's visa and records to the new one, see transferring a visa to a new passport.
Ask for a receipt for every payment made on that day and check that the new validity date is written or stamped where it should be before you leave the counter. Errors are far easier to correct while you are still standing there.
Harder cases: long-term visas, urgent departure, children
Long-term visa holders need their employer or sponsor involved. Anyone who must leave urgently should ask the embassy about an emergency travel document. For children, both parents' papers need to be assembled together.
Work, marriage and other long-term visas. Renewal is usually not something you can do alone at a counter; the employer or spouse takes part. Tell HR or your handler at once that the passport is being renewed so they can judge whether the renewal papers can be prepared or filed first. Where an application is already on file and the old visa lapses, see visa expired while an application is pending.
An emergency at home. You cannot depart without a passport. Explain the situation to the embassy and ask about faster collection or an emergency travel document. Even with such a document, the departure formalities at the Bureau still apply, and a lapsed stay must be settled first. Do not simply try your luck at the airport.
A child's passport is being renewed. A minor's stay is often attached to one parent, and the file needs the parents' documents and proof of relationship. Bring those when you go to explain.
The passport was not being renewed but was lost during processing. That is a different route that starts with a loss report; see lost passport or lost I-Card replacement.
In every case, do not hand your slip and copies to a stranger to handle without keeping your own set. If the person disappears, you will have lost both the proof and the time, and the Bureau will still look to you for the explanation.
How to stay out of this gap next time
Before renewing a passport, check when your stay expires. If the two dates are close, extend the stay far enough first and then file the renewal.
Four practical steps. Before filing, estimate the collection window and compare it with your expiry date; if the stay would expire within that window, extend it to cover the renewal period first. Before filing, photograph or scan every stamped page of the old passport and store the latest extension receipt with them in the cloud. On the filing day, ask what happens to the old passport during processing. After receiving the slip, put the collection date in your calendar with a reminder ahead of the stay expiry.
Companies that sponsor foreign staff should track each employee's passport expiry and prompt renewal roughly half a year before a visa renewal, so that the two do not land in the same month.
Help is worth getting when only days remain and the passport is still at the embassy, when a long-term visa renewal collides with a passport renewal, when a child's documents are out of step with the parents', or when the stay has already lapsed in the gap and a written explanation is needed.
