First, find the step that failed
A Philippine marriage certificate is not one document issued once. It is a chain: proof of legal capacity to marry, the marriage license and its posting period, the ceremony, the report to the local civil registrar (LCR), the PSA copy, the apostille and any translation, and finally the counter where you use it. Asking which link failed is more useful than asking whether the certificate is wrong, because each link is fixed differently.
- License refused or expired: a pre-wedding problem.
- Ceremony done, but PSA cannot produce a marriage certificate: a reporting and encoding problem.
- PSA copy in hand, but the apostille or the receiving office says no: a version, annotation or format problem.
- Certificate lost: that is a re-issue question, covered in what to do if the certificate is lost.
The keepsake certificate handed out at the ceremony is not a registration document. For authentication, visas and use in China, offices ask for the PSA version, so having a certificate and having a usable certificate are different things. Problems planted before the wedding
Most early mistakes are about timing and spelling.
- The wedding date was fixed too early. Proof of capacity, supporting documents and the 10-day posting all take time. The civil registry posts the applicants' details on a notice board for 10 consecutive days and issues the license only when that period ends. If the foreign party's proof of capacity is missing, the 10 days cannot even start.
- The license expired. A marriage license lapses automatically if unused within 120 days of issue. You must apply again and go through the posting again; there is no shortcut.
- The declaration was notarized too early. For a Chinese citizen, the no-spouse declaration notarized through the Chinese embassy or consulate is generally valid for 6 months. The applicant must apply in person and sign in front of the consular officer; there is no agent version.
- Names do not match. Philippine forms have a middle-name field and Chinese passports do not. A mismatch in the middle-name field, name order or pinyin spacing follows you into the PSA record, the spouse visa and your child's birth certificate. If the spelling itself is wrong, it must first be corrected through administrative correction or a court procedure before a new copy is requested; which route applies depends on the current LCR and PSA rules.

After the wedding: when PSA cannot find the record
The wedding is not the end of the process. The solemnizing officer must send a copy of the marriage certificate to the civil registry of the place of the wedding within 15 days; the PSA website gives 15 days for an ordinary marriage and 30 days for a marriage exempt from a license. Filing is the officer's duty, but when the record reaches PSA is something you have to follow up yourself. Discovering months later that PSA cannot produce your marriage certificate is the worst position to be in.
There is no standard number of days, because three things decide it: the officer's filing, the LCR's batch upload to PSA, and PSA's encoding queue. What you can do:
- After the wedding, ask the LCR for the filing date and registration details, and write them down.
- If you need something urgently, ask the LCR for a certified true copy. Some procedures accept it before the PSA version exists; others insist on PSA, so ask the receiving office first.
- Check periodically. If PSA shows nothing for a long time, the problem usually lies on the registration side, and a record held by the LCR but missing at PSA needs an endorsement to PSA. Follow the current LCR and PSA rules, and see the page on re-issue and no-record results.
A marriage held abroad does not reach PSA automatically; it is transferred by filing a Report of Marriage with a Philippine embassy or consulate. Also remember that authentication, visa and local offices may each keep an original, so ordering only one copy means queuing again later. Rejections at the apostille and at the receiving office
When a PSA copy is rejected, it usually stumbles on one of these.
- The LCR version was sent for apostille. The Department of Foreign Affairs (DFA) authenticates the copy issued by PSA, not the city hall version. This is the most common wasted trip.
- The annotation is missing. If the marriage was later declared void or corrected, the annotation must already appear on the PSA copy before the apostille; see the PSA annotation after a judgment.
- The wrong document type. The Marriage Certificate is what proves you are married. An Advisory on Marriages is a record-query result, and a CENOMAR is used before a marriage, so ordering one after the wedding is pointless.
- A trip to the embassy for legalization. From 7 November 2023 the Hague Apostille Convention applies between China and the Philippines, and the Chinese embassy in the Philippines stopped consular legalization. Philippine documents for mainland China now generally need only the DFA apostille, so the embassy will mostly turn you away.
- The format was not checked. From 16 March 2026 the DFA applies fully digital apostille to PSA e-certificates. For mainland China and other Convention members only an electronic apostille is issued and sent by email, and the DFA says a printed copy is invalid for submission. Before filing, ask the receiving office whether it accepts electronic apostilles and who must stamp the translation.
A few offices still ask for embassy legalization out of habit. Show them the Convention and the official notice; if they still insist, follow the written requirement of the accepting authority. A previous marriage that was never settled
This is the most serious kind of problem. The Philippines has no ordinary divorce system. Article 26, paragraph 2 of the Family Code provides that where a marriage between a Filipino and a foreigner was validly celebrated and the foreign spouse obtains a divorce abroad and is free to remarry, the Filipino spouse can also remarry under Philippine law; in practice this usually still requires recognition by a Philippine court. So if the Filipino party has a previous marriage, it must first be settled under Philippine law, and that cannot be fixed by adding documents. An ordinary civil marriage made in the Philippines also cannot later be dissolved by divorce there, so think before signing.
If a marriage is later declared void, the PSA record must be annotated, otherwise the marital status on paper does not change. For individual cases, consult a practising lawyer; this page is not legal advice.
The downside: what is slow and what wastes a trip
- Most fixes mean rebooking. An expired license means a fresh posting, PSA has no standard timeline, and the wedding date cannot be changed after the fact.
- Agents can run errands, not stand in for you. What can be handed over: checking documents, appointments and queuing, collecting PSA originals, and lining up authentication and translation. Your own signature, oath and attendance cannot be handed over; see where agent help stops.
- An apostille proves origin, not content. It confirms only the source of the signature and seal on the document, and it does not mean the receiving office will accept it. Documents going to Finland or Germany still need consular legalization.
- Stop when you hear these. Anyone who says the 10-day posting can be skipped, that the marriage can be done without you attending, or that a PSA record can simply be produced for you.

Work through these questions in order.
- Is what you hold a keepsake certificate, an LCR version or a PSA version?
- Is the record in PSA yet? If not, chase the LCR filing first.
- Do names, dates and spellings match the passport and the PSA record letter for letter?
- If the marriage was ever declared void or corrected, is the annotation on the PSA copy?
- Does the receiving office in China accept electronic apostilles, and what does it require for the translation and the issue date?
