Step one: choose the mode, because it sets everything else
Decide the interpreting mode before you discuss people or equipment. The boundaries are clear: anything longer than 60 minutes, larger than 30 people, or scheduled as a full day effectively requires simultaneous interpreting. Small negotiations use consecutive, one or two listeners can be whispered, and remote is for genuinely distributed events.

One shortcut fails often enough to name it: using a tour-guide system, the one-transmitter-many-receivers kit, as a substitute for simultaneous interpreting. It is excellent for factory tours and walking site visits, but in a seated conference it fails three ways — the interpreter has no acoustic isolation, has to compete with the room's own sound, and listener audio quality is unstable. Language combinations: understand where English sits first
For business events in the Philippines the working language is almost always English, so the pair you usually need is Chinese to and from English, not Chinese to and from Filipino.
The reason is institutional. The 1987 Constitution designates Filipino as the national language and names Filipino and English as official languages, and English has long dominated government documents, the courts, listed-company disclosure and internal corporate communication. At the same time the country is exceptionally multilingual: alongside Filipino and English, Cebuano, Ilocano, Hiligaynon, Bikol, Waray, Kapampangan and Pangasinan all have substantial speaker populations.
That produces four practical configurations.
- Chinese and English, the common case. One booth, two interpreters. Philippine speakers work in English, the visiting delegation listens in Chinese.
- Chinese, English and Filipino, typical of government or community settings. Two booths and a relay configuration: the Filipino booth renders into English, and the Chinese booth takes English as its pivot. Relay adds one to a few seconds of latency, and consoles must support relay channels.
- Adding a third language such as Japanese, Korean or Vietnamese. Each additional language means another booth and another pair of interpreters, almost always relayed through English.
- Provincial or community events using regional languages. Events in Cebu, Iloilo or Davao may need a local language, and those interpreters are usually sourced locally with a longer lead time.

Team size: two interpreters per language is not optional
The working rule is at least two interpreters per language per booth, rotating every 20-30 minutes. It appears both in ISO 23155:2022, the international standard for conference interpreting services, and in long-standing AIIC working standards, because concentration and output quality measurably decline after 20-30 minutes of continuous simultaneous work.

Three scheduling details belong in the contract: how a working day is defined and how overtime is handled; interpreter rest and meal arrangements, including protected breaks in closed-door sessions; and, for interpreters flying in, blocking the arrival day and rehearsal day as well as the event day.
On immigration status: whether an interpreter travelling in to work in the Philippines needs a short-term work permit from the Bureau of Immigration depends on the entry category and the nature of the work. The organiser should confirm this with the Bureau or a licensed lawyer in advance rather than assuming short assignments are exempt — background in the Philippine special work permit.
Equipment and standards: booths, consoles and the audio feed
Simultaneous equipment is not just headsets, and there is a full ISO family covering it. Quoting standard numbers to suppliers gets far better results than describing what you want.

The requirement most often skipped, and most capable of ruining a session, is the one behind ISO 20108: the booth must receive a dedicated feed straight from the mixing desk. When a technical team saves time by pointing a microphone at the room's loudspeakers, interpreters hear reverberation and feedback, and quality collapses immediately. Write it into the technical scope.
Sightlines come second. Interpreters must see the speaker and the screen. Booths placed at the back of a hall facing a pillar are a recurring and avoidable error. Where a direct view is impossible, provide the booth with its own video feed showing both the speaker and the slides.
The venue side: built-in booths decide your build schedule
Prefer venues with permanent interpreting booths; build portable booths only when you must. The Philippine International Convention Center reports that its meeting rooms are equipped with a simultaneous interpretation system supporting 2 to 7 languages, with a Plenary Hall seating around 4,000 theatre-style, plus wireless infrared interpretation equipment and portable booths (source: venue published material). SMX Convention Center Manila, World Trade Center Metro Manila and hotel ballrooms generally require portable booths to be built in.
Ask the venue these eight questions during the site visit; any unanswered one can become a show-day fault.
- Are there permanent booths, how many, and to which specification;
- Where the booths sit, and whether they have a direct view of stage and screen;
- Whether a dedicated feed from the mixing desk can be supplied to the booths;
- Receiver and headset quantities, deposits, and the loss policy;
- Infrared or radio frequency distribution, and whether strong lighting or metal structures interfere with infrared;
- Load-in and load-out windows, and conflicts with the events before and after yours;
- Power capacity, dedicated circuits and backup supply;
- Whether the venue has an appointed AV contractor and whether outside equipment is admitted.
The last one matters most in practice: many venues appoint an exclusive AV contractor, and outside equipment may be refused or charged an entry fee. Settle that before signing the venue contract, not on build day. Preparation: a D-30 to D-1 timeline
Half the quality of simultaneous interpreting is decided before the day. The earlier interpreters receive material, the better the terminology work; sending decks the night before wastes the most expensive resource in the room.

Ranked by value, the material interpreters need is: glossary and acronyms; correct pronunciation of names and titles; scripts or a detailed outline; video files with transcripts; material from comparable past events; and the established renderings of company and product names. Videos are the most commonly forgotten item — playing a clip with no transcript forces interpreters to work blind, and error rates rise sharply.
One soft measure pays off consistently: a 15-minute call between interpreters and the main speaker beforehand to check pace, accent, favourite metaphors and phrases to avoid. On the day: rehearsal, signal, backup
Hold three lines on event day and the failure rate drops close to zero.
Rehearse for real. Powering the equipment on is not a test. Have every speaker say 30 seconds from the stage, run every source through the chain — wireless mics, gooseneck mics, laptop audio, video playback — and listen to every interpreting channel. Test video audio separately, because it usually travels a different path.
Staff the signal chain. Keep one technician at the mixing desk and one at the receiver desk for the whole event. Infrared systems suffer from strong light and line-of-sight blockage; radio systems suffer from co-channel interference. Either way someone must be able to switch to the backup within 60 seconds.
Size the backups to headcount. Carry 10%-15% more receivers and headsets than expected users, plan batteries or charging docks for a full day, and keep a printed agenda and glossary inside the booth so a network failure does not stop the interpreters.
Two small things get missed repeatedly: receiver recovery at the end, which is when units disappear, so exchange them against a deposit or an ID; and air conditioning, since a booth placed directly under a vent puts noise straight into the interpreters' headsets.
Hospitality, ground transport and the social programme form a separate workstream and should have their own owner rather than sitting on the technical team.
Eight ways simultaneous interpreting goes wrong
These recur in real events. Working through the list removes most of the risk.
- One interpreter per language. It breaks the accepted team standard, and quality falls within two hours.
- Using a tour-guide kit as a booth. Fine while walking, wrong while seated.
- No dedicated feed to the booth. A microphone aimed at the room's speakers gives interpreters reverberation.
- Booths with no view of stage or screen. No sightline and no video feed means interpreting blind.
- Materials sent the day before. Glossary, videos and scripts need at least seven days.
- Forgetting relay channels. A three-language event without relay simply cannot serve the third language.
- Ignoring interpreter travel and status. Arrival, rehearsal and any permit questions have to be planned together.
- Skipping the full-chain rehearsal. Testing the main microphone but not video audio is the single most common day-of failure.
