Annual Meeting Venues in Manila and Cebu: Ballrooms, Convention Centers and Resorts by Capacity

A year-end party is not a conference: three things the room has to do

The numbers that decide an annual-party venue are net round-table capacity after the stage, clear height with rigging points, and the load-in window. The advertised headcount comes after all three.

Banquet seating runs 10 guests per round table, and the main stage, LED wall, lighting truss, dance floor and photo positions then take 15 to 30 percent of the floor, so a ballroom advertised for 1,000 at banquet usually seats 700 to 850 once an awards stage goes in. Truss rigging usually wants 6 metres or more of clear height (rule of thumb); most hotel ballrooms have limited rigging points and load ratings, convention halls far more. Parties run roughly 18:00 to 23:00, so build-up is either the previous afternoon or from 08:00 on the day and teardown often runs to 01:00 or 02:00; hotels quote the day only, and a previous-day load-in is negotiated as a half-day or full-day rental. Staff flying in from other cities or countries need a room block, which a hotel bundles and a convention centre cannot.

Manila venues by capacity tier: from a 300-seat ballroom to a 4,000-guest pillarless hall (no ranking)

Manila sorts into four capacity tiers. Within a tier the venues are listed alphabetically, not ranked; figures come from venue websites, Cvent or press reports.

Convention centres are empty shells: catering, tables and linen are mostly brought in, so build costs run well above a hotel. Newport sits beside NAIA Terminal 3, and Okada, SMX and PICC line the Pasay-to-Parañaque bay strip; from Makati or BGC the evening run is routinely 60 to 90 minutes, and several hundred guests hailing cars at once after the show is a second bottleneck, so book coaches. Cebu venues by capacity tier: city hotel or Mactan resort, decided by what happens the next day

In Cebu, decide which side of the water first, then the tier: Cebu City and Mandaue sit on one side, Mactan Island on the other, linked by 2 bridges and the CCLEX expressway bridge.

Mactan-Cebu International Airport is usually 15 to 30 minutes from the Mactan resorts and 45 to 90 minutes from Lahug, IT Park or the SRP, longer at bridge peak hours. City or Mactan is decided by the next day: one night only, a city hotel; party plus a team-building or incentive day, a Mactan resort, with a full buyout on the table once the group is large enough. Resorts condition a buyout on minimum room nights and a minimum food-and-beverage spend, with figures varying by property, in exchange for exclusive use of the beach and pool. A beachfront dinner is the biggest selling point and the biggest risk: per PAGASA, the northeast monsoon (amihan) runs from late October or early November to early March with calm seas, and the southwest monsoon (habagat) from late May or early June to October, when any outdoor segment needs an indoor plan B. Awards, raffles and performances: what the run sheet demands of AV and rehearsal time

AV requirements come from the run sheet, not from the room: write the programme first, size the equipment and rehearsal window to it, and only then negotiate specifications with the venue or its designated AV supplier.

Awards names are fixed 30 days out and the running order 7 days out, with the stage route, follow spot and photo position drawn on the floor plan. Staff acts hand in their programme 14 days out and get 3 to 4 hours of rehearsal on the day, a full afternoon when acts are numerous; rehearsal overlapping the build is the most common delay on the night. Raffle prizes are set 30 days out, with prize tax and any public-promotion permit budgeted at the same time. An 8-to-10-course Chinese set has to be paced to the run sheet, with the tasting 30 days out. Indoor LED pitch follows room depth, commonly P2.5 to P3.9 (rule of thumb), and the wall should be 60 to 80 percent of stage width so it does not squeeze the awards route. Ask before signing whether the hotel mandates its in-house AV and whether outside AV pays a technical fee. The calendar clash: Filipino Christmas parties in December, Chinese annual dinners before Lunar New Year

Two peaks stack up. Filipino companies hold Christmas parties in the first half of December; Chinese-run companies hold annual dinners from mid-January to Lunar New Year. From mid-November to late January the large rooms in Manila and Cebu are close to full.

The mechanics: Presidential Decree 851 requires 13th-month pay on or before 24 December, and the Christmas party traditionally lands around payday. 25 December, 30 December and 1 January are regular holidays, with 24 and 31 December usually declared special non-working days by annual proclamation; work on a regular holiday is paid at 200 percent under Article 94 of the Labor Code, so venue and supplier labour quotes rise on those dates. Lunar New Year 2027 falls on 6 February, which puts the Chinese annual-dinner window between 11 January and 5 February.

A company with Filipino staff and Chinese management often merges the two into one night, saving a second rental and build, provided the menu runs Filipino and Chinese dishes side by side and the programme is bilingual. Prize tax, DTI promo permits and corkage: three rules that get paid for afterwards

Three lines in a party budget most often get settled after the fact: tax on prizes, the permit for a raffle open to the public, and corkage on outside drinks.

Tax on prizes. Section 24(B)(1) of the National Internal Revenue Code taxes prizes above PHP 10,000 received by individuals at a 20 percent final tax. Prizes handed to employees can also land in the compensation column: 13th-month pay and other benefits are tax-exempt up to PHP 90,000 combined under the TRAIN Law (RA 10963), and the excess is taxable compensation. Withholding and filing should follow current BIR rules through your accountant.

Public raffle permits. Raffles aimed at customers or the public are sales promotions under Title III, Chapter VI of the Consumer Act (RA 7394) and need a DTI sales-promotion permit. A purely internal staff raffle is generally outside that rule; whether a raffle among dealers at an appreciation dinner counts as public has room for interpretation, so take DTI's answer as final.

Corkage and the plus-plus. Most hotels charge corkage on outside wine and spirits or do not allow it; convention centres defer to the caterer. The plus-plus on a quotation means 10 percent service charge plus 12 percent VAT, and under RA 11360 the service charge goes entirely to employees, so it is neither a tip nor negotiable.
