How long it takes: where each of the three routes gets stuck
There is no day count that applies to everyone. The 3 routes have different bottlenecks.
- Route 1, collect at an outlet. Walk-in requests are handled at Census Serbilis Centers, and the PSA states that walk-in service requires an appointment booked at appointment.psa.gov.ph. So the first bottleneck is not the counter but whether a slot exists, since the system only releases what it currently has. The second is release: the PSA says documents requested at the East Avenue outlet are released at that same outlet on the date printed on the receipt, which usually means two trips, with the collection date set by the receipt.
- Route 2, order online for delivery. The official online entry points are psahelpline.ph and psaserbilis.com.ph. The bottlenecks run in order: has the payment posted, has the PSA released the document, how far does the courier travel. PSA Helpline orders are tracked at self-service.psahelpline.ph/check-status with a 10-digit reference number through 5 stages: waiting for payment, paid, released at the PSA, out for delivery, delivered. People often assume the PSA is holding things up when the order is still at stage 1, unpaid.
- Route 3, request by post or email. The PSA notes that requests made this way are returned to the applicant by post, so postal time is added at both ends. It is the slowest of the 3, but sometimes the only option from abroad.
What usually eats the calendar is the record, not the printing. If the PSA finds no record, this is no longer a question of days: a birth that was never registered goes through delayed registration at the Local Civil Registrar of the place of birth, while a record held locally but never transmitted goes through endorsement. Both are separate procedures, described in the Philippine birth certificate overview. A misspelling that returns an empty search means starting again. Release times are whatever the PSA currently publishes, and no day counts appear here.
What you need: the requirements differ for yourself, a relative and an authorised representative
A PSA request needs 3 things rather than a pile of paperwork: details that match the record, identification proving who you are, and something proving you are entitled to request it.
First, what everyone supplies. For a birth certificate the PSA lists exactly 10 items: (1) the child's complete name (first, middle, last); (2) the father's complete name; (3) the mother's complete maiden name; (4) the date of birth (month, day, year); (5) the place of birth (city or municipality, province); (6) whether the birth was registered late and, if so, the year; (7) the requester's complete name and address; (8) the relationship to the child; (9) the number of copies; (10) the purpose. Marriage certificate and CENOMAR requests follow a similar structure.
Then, by who is asking:
- Yourself. Bring valid identification, or complete the channel's identity verification online. PSA Helpline states that requesters must be of legal age.
- A relative. Birth records are strictly confidential under Article 7 of the Child and Youth Welfare Code, and only 4 groups may request: the person or anyone they authorise; the spouse, parents, direct descendants, the guardian of a minor or the institution legally in charge; a court or public official where it is genuinely necessary in administrative, judicial or other official proceedings to establish parentage or the circumstances of the birth; and the nearest of kin once the person has died. Bring a document proving the relationship, such as a marriage certificate.
- An authorised representative. Authorisation must leave a trail: an authorisation letter, a special power of attorney or a court order. At an outlet appointment a representative may file no more than 2 requests. Online channels verify identity too: PSA Helpline's authorised recipient feature is integrated with the national ID system, and the courier checks the recipient's ID before release.

What the cost is actually made of, and why no numbers appear here
What you hand over is rarely one charge. Break it apart and the quote becomes transparent; a quote that cannot be broken apart usually contains items you cannot see. There are 7 usual components:
- The official fee, set by the PSA according to the document type and the number of copies.
- The channel's service fee, charged by the online channel handling the order.
- Delivery, priced differently for domestic and overseas addresses, with possible surcharges for remote areas.
- Payment processing, which some third-party payment methods add at their end.
- Format-specific charges, for example an electronic certificate, or the PSA Serbilis copy viewable online for 60 days with an access code, which is only processed after payment in person at a PSA outlet.
- Upstream remedies. Delayed registration, endorsement or correcting a record are charged separately by the LCR or the PSA and are not part of requesting a copy.
- A service fee, if you engage someone to help. It must be listed separately from official fees.
So why no figures? Three reasons. Official and channel charges are published by the PSA and each channel for the current period and do change, so a number fixed in an article only goes stale and misleads. The answer to "how much" moves with document type, copies, delivery address and format, so there is no universal figure. And the biggest variable is unknown at the moment you order: someone whose record is missing and someone whose request goes through cleanly do not end up spending on the same scale.

How to ask about cost so nothing stays hidden: four questions
Do not ask what it costs. Ask what the figure contains. These 4 questions can be sent as they are:
- "In this quote, what is the official fee and what is your service fee? Can you list them separately?" A straightforward provider will separate them, because the official fee is collected on the agency's behalf. A single lump sum leaves room for later additions.
- "Which document, how many copies, and which issued format?" Birth certificate, marriage certificate and CENOMAR differ, copies differ, and security paper differs from an electronic certificate. A quote that does not state these 3 things cannot be compared with another.
- "Delivering to which address, by which carrier, and does it include the overseas leg? What happens outside the service area?" Domestic and overseas delivery are very different, and this is the item most often added afterwards.
- "If the PSA finds no record, or a name has to be corrected first, what happens next, what does it cost, and what happens to what I have already paid?" This is the most valuable question. It puts the largest uncertainty on the table early.
After the quote, run 4 checks you can do yourself: (1) is the company genuinely registered; (2) is there an office address you can verify on the ground; (3) can it issue a proper invoice; (4) does the contracting party match the receiving account, and is that account a company account. Then ask one more thing: which steps require you to appear or verify your identity in person? Anyone vague about that can generally be ruled out.
Any offer to skip the queue or the appointment does not match the published process, and the one-time PIN sent to your email should never be passed on.
Is there a rush lane? Do not pin your hopes on the wrong link
The published channels have no pay-to-skip tier. Almost all the time you can save sits on your side, not at the counter.
These 5 things genuinely save time:
- Get the details right the first time. Of the 10 items, the mother's complete maiden name and the middle name field are where Chinese families most often go wrong, and the result is an empty search and a fresh start.
- Order several copies at once. Apostille processing, consulates, schools and registration offices each tend to keep an original.
- Pick the right channel. If you are abroad or in another city, online delivery beats waiting for an appointment slot; queue at an outlet only if you need the paper that day.
- Book the right outlet for special cases. Requests involving a Court Decree or a Legal Instrument must be booked at the East Avenue outlet in Quezon City; turning up at the wrong one wastes the trip.
- Check before you commit. If you are unsure the PSA holds a record, establish that first, then decide whether delayed registration or endorsement is needed.
Two places have no rush lane at all. Upstream record problems, meaning delayed registration, endorsement and administrative correction, each follow their own procedure and timetable and do not shorten because you are in a hurry. After it arrives: for use in China, the apostille step is still ahead of you
Release is not the finish line. Check the document letter by letter the day it arrives, then decide whether it needs authentication. For use in mainland China, the apostille from the Philippine Department of Foreign Affairs is still ahead of you.
Do 3 things, in order:
- Check every entry. Names including the middle name field, dates, places, and the parents' names and citizenship, all against passports and other documents. Correct any error before authenticating, because an authenticated but wrong document has to be done twice. - Ask the receiving office 3 questions. Security paper or electronic certificate? Apostille needed? What form of translation, and how recently issued must the certificate be?
- Authenticate under current rules. A notice from the Chinese Embassy in the Philippines dated 27 October 2023 states that from 7 November 2023 the Apostille Convention entered into force between China and the Philippines, that Philippine public documents within its scope need only a Philippine apostille for use in mainland China, and that the embassy stopped providing consular legalization from the same date. The old "double legalization" advice therefore no longer applies between the two countries.
Two points on the Philippine side. The DFA authentication FAQ states that the Philippines became a party to the Convention on 14 May 2019, that an apostille certifies the origin of the signature and seal but not the content, and that an online appointment is required. The DFA documentary requirements page states that PSA birth, marriage and death certificates and CENOMARs are ordered through the PSA Helpline apostille channel, that newly registered records need the LCR copy certified by the PSA, and that since the Fully Digital Apostille took effect on 16 March 2026, PSA electronic certificates bound for Convention parties receive electronic apostilles only.
