Four papers behind one phrase
People say "marriage certificate" as if it were one document. In the Philippines it can refer to four different papers, and mixing them up is where many people lose a trip. For most everyday purposes the PSA copy is the one that counts; the others are steps on the way to it or on top of it.
- The ceremony certificate. The keepsake handed to the couple at the wedding. It is not a registration document.
- The LCR copy. After the wedding, the officiant sends the marriage certificate to the Local Civil Registrar (LCR) of the place where it was held. The LCR can issue a local copy, which is the source record.
- The PSA copy. The LCR then reports the record to the national database of the Philippine Statistics Authority (PSA), which issues the copy printed on security paper, known in the trade as SECPA.
- The authenticated copy. A PSA copy with an apostille added by the Department of Foreign Affairs (DFA), for use abroad.

Why the ceremony certificate is not the registration document
The Philippines has no counter that hands you a marriage certificate on the spot. The PSA copy that agencies want comes after 4 legal steps, and if one is missing the record cannot be pulled.
- Legal capacity to marry. Where one or both parties are foreign nationals, a certificate of legal capacity from their own diplomatic or consular officer is needed before the marriage license application.
- License and posting. The civil registrar posts the applicants' details for 10 days before issuing the license, and a license lapses if unused within 120 days of issue.
- Solemnization. An authorized officiant presides before witnesses. A civil ceremony and a church wedding follow the same civil-registration procedure.
- Reporting. The officiant must send the certificate to the civil registrar within 15 days, or 30 days for marriages without a license. Reporting is the officiant's duty.
Only after the LCR registers the record and it flows into the PSA database can you request the PSA copy. That is why the keepsake handed out at the wedding does not count when you apply for a visa, an authentication or a civil-status update. LCR copy vs PSA copy
Civil registration has two levels: the LCR is the source, and the PSA is the level that issues the nationally recognized copy. Government offices, banks and schools ask for the PSA copy because it is uniform nationwide and can be verified across agencies. The DFA also authenticates the copy issued by the PSA, so taking an LCR copy to be apostilled is the most common reason for being turned away.
- A fresh marriage is often not in PSA yet. The chain runs from officiant to LCR, then LCR registers and assigns a registry number, reports to PSA in batches, and PSA enters it. No fixed number of days applies. If you are in a hurry, ask the LCR for a certified true copy; many transactions accept it before the PSA copy exists, though some insist on the PSA one. Which copy an office accepts in the meantime is decided by that office, not by you or by us.
- QR codes. Newer PSA security-paper certificates carry a QR code on every page, which the PSA e-Verification App can scan. An older certificate without a QR code is not automatically fake. See how to verify a PSA certificate.
- E-Certificates. PSA launched the PSA E-Certificate in late February 2026, requested through PSA Helpline. Ask the receiving office whether it accepts the electronic version.
How the authenticated copy comes about
An apostille only confirms that the signature and seal on a document really come from the issuing authority. It does not certify the content, it does not include a translation, and it does not guarantee the receiving office will accept the document. It sits on top of the PSA copy and never replaces it.
- Why a single stamp is enough. The Philippines has applied the convention since 14 May 2019. The Chinese Embassy in the Philippines stated that the convention took effect between the two countries on 7 November 2023, so documents covered by it need only the Philippine apostille to be used in mainland China, and the embassy stopped consular legalization the same day.
- The route. Order the PSA marriage certificate through PSA Helpline's dedicated apostille channel and the DFA adds the apostille. There is no notarization step in between.
- Since 16 March 2026. The DFA has run fully digital apostille for PSA e-certificates. For mainland China and other convention states it issues an electronic apostille only, sent by email, and the DFA says a printed copy is invalid. For non-convention states it issues a paper apostille that then goes to that country's embassy for legalization. - Translation is separate. The receiving office in China decides the form of the translation. Ask before you order anything.

When in doubt, ask the receiving office which version, which issue date and whether an electronic copy is accepted before you order. A practical order of operations: first ask which version and issue date the receiving office wants, then confirm that the record is already in the PSA database, and only then order the PSA copy, adding the apostille and translation if it is going abroad. The downsides: where it gets slow or wasteful
- No universal timetable. When the PSA copy becomes available depends on reporting, batch upload and PSA data entry, and big cities and provinces move at different speeds.
- The wrong copy is the classic wasted trip. An LCR copy sent for apostille gets rejected. If a marriage was later declared void or corrected, the annotation must already appear on the PSA copy; an unannotated copy would authenticate the wrong marital status.
- One name mismatch travels everywhere. Philippine forms have a middle-name field and a Chinese passport does not. One inconsistency across the license, the certificate and the PSA record will follow you into banking and your child's birth record.
- One copy is rarely enough. Authentication, visa and home-country offices may each keep an original, and photocopies do not substitute.
- An earlier marriage that was not properly dealt with. The Philippines has no ordinary divorce. A foreign spouse's divorce abroad usually still needs recognition by a Philippine court. For individual cases consult a practising lawyer; this article is not legal advice.
- Electronic copies are not accepted everywhere. Whether a receiving office takes electronic certificates and electronic apostilles is decided by that office, so confirm before you order rather than after.
